• Advise state and local governments as an expert consultant at one of the leading independent research and consulting firms in the healthcare industry.• Expertise includes health policy analysis and development of recommendations; coverage expansion; private market reform; chronic disease management; delivery system reform; and governance. • Currently initiating a project to evaluate the impact of efforts to address food insecurity on health outcomes.• Led three-year project to improve primary care provider performance and to attain provider integration with community- based organizations; implemented initiatives to achieve better population health and chronic disease management in regional health districts in Virginia.• Directed team to evaluate prenatal care delivered through Medicaid in multiple states and assess elements of care, the patient experience in various care models, and outcomes. • Co-managed an analysis of network adequacy standards in Medicaid and the Marketplaces; recommended changes to achieve better access to care.• Led analysis of health system landscape and market developments in numerous states. • Developed and established a new $4 billion Federal loan program under the Affordable Care Act to capitalize and implement the creation of 23 consumer-governed private nonprofit health insurance companies in almost half the states across the country. Directed team of 12 and managed $250 million operating budget • Acted as a Senior Advisor in the Office of Health Reform during the legislative debate and passage of the Affordable Care Act and subsequently advise the implementation of the Exchange program in the Office of Consumer Information and Insurance Oversight.

• Advised and led major analytic initiatives for policy and research organizations including the Institute of Medicine, the Economic and Social Research Institute, and Health Management Associates.• Performed health policy analysis, research, and policy development for: financing of and access to health care services and coverage expansion; chronic disease management and potential for savings; Medicaid as an economic stabilizer; mental health system delivery reform; evaluation of fiscal impact of health system reform proposals, operation of government health programs, and interactive effects of public and private health sectors.

• Acted as the Program officer for a project with the Committee on Enhancing Federal Healthcare Quality ; produced report on the current status and opportunities for improvement in health care quality in Federal health care programs (Medicare, Medicaid, Tricare, Veterans Administration).

• Research and analysis of legal and structural implementation of Medicaid managed care (project manager),in every state that had managed care; produced report that became the guidepost to states for how to implement and monitor managed care in Medicaid.
