Recently I joined the Pioneer Institute as a Senior Fellow in Healthcare working on quality and price transparency. I am also an Associate at the Center for Business & Government, Harvard Kennedy School, working in healthcare policy.As a thought leader, manager, lawyer and economist, I continue to seek new challenges and opportunities to enhance consumer welfare and the competitive marketplace. My current agenda includes transparency in healthcare, data security, and fair rules for regulated industries. As Massachusetts Undersecretary of Consumer Affairs & Business Regulation, I oversaw five agencies: Banking, Insurance, Telecommunications and Cable, Standards, and Professional Licensure. I successfully raised the profile of my Office, and became the state's top consumer watchdog and frequently appeared in print, television, radio and social media outlets. A top top priority was to promote healthcare consumer empowerment through price and information transparency. In partnership with insurers and others, I launched a state-wide campaign around healthcare transparency and empowering healthcare consumers. Previously, I served as Executive Director of Health Law Advocates, a non-profit law firm dedicated to healthcare access for low to moderate income people.From 1999 to 2007, I was Director of the Northeast Regional Office of the Federal Trade Commission, in Manhattan. Earlier, I was Chief, Public Protection Bureau in the MA Attorney General's Office overseeing the consumer protection, antitrust, public charities, regulated utilities, insurance and environmental protection divisions. I also served as VP and Chief Compliance Officer for BayBanks, Inc., where I created and managed bank consumer law compliance systems.I began my career as a Trial Attorney in the Antitrust Division of the Department of Justice in Washington.I have degrees in law, economics and business administration and teach Consumer Law at Suffolk Law School in Boston.
