Act as liaison between the LNA neighbors, agencies, city, county and federal agencies, non-profits including churches, educational leaders, the business community and local media to spotlight existing assets, encourage the sharing of resources and purposefully collaborate to improve the quality of life in the Lowell neighborhood and Fresno at large.

Appointed by the Mayor of Fresno to serve in an advisory function to the City Council on matters of community development, redevelopment, housing and economic development. Reviewing projects funded with HOME and other Housing and Urban Development (HUD) funds, recommended by City of Fresno staff before they are presenting to the Fresno City Council for approval.Commissioners review staff recommendations regarding projects funded by HUD before they are presented to City Council for approval. Every five years, the City submits a new Consolidated Plan for the use of the federal formula programs. These include Community Development Block Grant (CDBG), Home Investment Partnerships Act (HOME), Emergency Solutions Grant (ESG), and Housing for Persons with AIDS (HOPWA). HCDC makes recommendations to the City Council regarding the Consolidated Plan; an Annual Action Plan; contracts for rehabilitation, new construction, public service, etc.; and reviews annual reports.
