In this role I lead more than 460 federal and contract staff responsible for selling federal hydropower and operating and maintaining more than 5,400 miles of high-voltage electric transmission lines, approximately 120 substations and other critical energy infrastructure in a five-state service territory. Each year, Rocky Mountain sells and delivers more than 2.8 million megawatt-hours of hydropower generated at 20 hydroelectric plants in the Loveland Area Projects to 65 public, nonprofit utilities and organizations in Colorado, Kansas, Nebraska and Wyoming.

I led all business operations and supervised a staff of 54 military/civilian engineers and contracting officers in providing strategic policy and guidance to over 2,100 engineers and contracting officers deployed at nine major airbases in five Persian Gulf nations, Kyrgyzstan and Afghanistan to support the Afghanistan war. I guided $600M in construction contracts and $650M per year in service and commodity contracts ($3.1B total value); planned, advocated for and executed an annual $200M building operations/maintenance and physical security systems construction budget; and trained personnel for emergency response operations.

I specifically conducted executive leadership of the Air Force’s environmental, energy, and real property asset and records management programs. I led and supervised a staff of 825 engineers (the Air Force’s largest engineer unit) in managing a $30M annual budget to execute construction & capital asset maintenance and physical security construction & operations for over 5,100 facilities and associated infrastructure valued at $5.9B, and managed 20+ contracts valued at $10M annually. Also, I supervised and reviewed the work of a staff of licensed professional engineers. As the unit commander I kept my unit well trained, maintained good order and discipline which necessitated thorough working knowledge of human capital management policies and practices, guided a far-reaching worker safety program, maintained an extensive records management system, managed the largest vehicle fleet on the installation, operated a comprehensive personnel accountability program, and managed a thorough Freedom Of Information Act program. I was the Base Fire Marshal, Chief Emergency Preparedness and Response Officer, and the installation Emergency Operations Center Director.
