• My role involved:
• Preparing submissions into law reform initiatives having human rights implications, e.g. reform of Victoria’s Guardianship laws;
• Managing projects investigating the specific human rights issues faced by vulnerable sections of the Victorian community, e.g. people with disabilities and older Victorians.
• Legal research on human rights issues and their relevance to the Victorian Charter of Human Rights and Responsibilities
• Writing articles and papers on human rights
• Provision of advice on the interpretation and application of the Victorian Charter;

Collingwood

• The Street to Home program is aimed at housing and providing support to the most vulnerable rough sleepers in Melbourne. My role involved:
• Facilitating the implementation of the Street to Home project;
• Organizing a survey of rough sleepers in Melbourne to determine the most vulnerable;
• Developing a set of tools for outreach workers to use;
• Forming partnerships with key agencies in the housing and homelessness sector, and;
• Ensuring the project was implemented in such a way that it could meet its objective of providing housing and support to the most vulnerable rough sleepers in Melbourne.

Carlton

• This position involved researching, writing and editing, along with two other authors, a book entitled ‘Documents on the Laws of UN Peace Operations’ (published in March 2010 by Oxford University Press). In particular.
• Investigating the legal framework that applies during UN Peace Operations;
• Conducting extensive research and analysis into the laws that apply to UN Peace Operations, troop and police-contributing countries and individual peacekeepers;
• Carrying out detailed research into the laws that apply when Australian Federal Police deploy overseas;
• Drafting reports on applicable areas of the law including status-of-forces agreements, relevant treaties, Security Council and General Assembly Resolutions and Secretary-General’s Bulletins;
• Writing articles on the legal aspects of UN peace operations and;

Melbourne, Australia

• The role involved managing the Problem Gambling Statewide IT Project including:
• developing an online appointment scheduling and electronic referrals system to link the 24 hours telephone counseling service (Gambler’s Help Line) with face-to-face problem gambling and financial counseling services;
• redeveloping the Problem Gambling website;
• linking the problem gambling IT systems with other government support services;
• looking at possible future uses of online counseling services;

Melbourne, Australia

• Ten years spent working at the State Library of Victoria developing and managing a range of high profile state and federal government community Internet projects including:
• Victoria’s Network: VICNET (www.vicnet.net.au), a world leader in the provision of Internet services including training and support to the government, community and not for profit sectors;
• Skills.net Program, a program to enable disadvantaged Victorians to have their first taste of the Internet;
• Skills.net Roadshow and GO Vic caravan, mobile Internet classrooms which traveled Victoria providing Internet awareness raising and training to small communities;
• e-gaps, a program which funded 80+ public Internet access sites in small communities around Victoria (target was 55);
• IT in Aged Care, a program which put computers and Internet connectivity, along with crucial support and training, into a number of Aged Care facilities across the state;

Project Manager of a range of high profile government funded community Internet projects aimed at helping disadvantaged groups in Victoria get access to and training in the Internet.
