I took notes during trial and worked with the Commissioner to issue Orders and Judgments.One notable accomplishment is that the Commissioners relied on an argument in my research memo to violate a recently amended state law that prohibited the appointment of counsel for an indigent parent facing TPR in some cases. The law as amended violates Missouri's equal protection constitutional provision. The Commissioners' actions are intended to instigate a dispute when an attorney improperly (under current law) appointed goes to the state for payment, at which point the Constitutionality of the law may be tested at court.
