International Cooperation Project ManagerSão Paulo City Hall Jul 2015 - Dec 2016São Paulo Area, BrazilGuided by the principles of international solidarity, we worked towards the implementation of inclusive public policies and the strengthening of democratic public spaces, in dialogue with grassroots movements and international civil society organisations. I supervised a team of five advisors on areas such as climate change, gender, right to the city and urban mobility public policies. I coordinated the participation of São Paulo City Hall at the United Nations Prep Conference on Housing and Public Spaces (Barcelona 2016), at the XX South American Cities - Mercocidades - Summit, and at the Climate Summit for Local Leaders during the Conference of Parties (COP 21, Paris 2015). My team took part in the Committee of the Municipal Policy for the Migrant Population, comprised by organisations such as Conectas, Cáritas and UNI (Brazilian Islamic Association) that gave rise to the Municipal Law 16,478 / 2016 which guarantees the access of all foreigners and refugees to public services, as well as their protection against xenophobia and racism. It was the first law of its kind in Brazil. My team was also responsible for submitting São Paulo's project "Connect the Dots" at the Bloomberg 2016 Mayors Challenge. Our proposal was the great winner of the contest and the city received the grand prize of US $ 5 million. The project aimed to strengthen the value chain of local agriculture reducing urban sprawl. It is a digital platform designed to connect farmers living in the outskirts of São Paulo with restaurants, markets and other retailers.I had already worked at the Secretariat for International Relations Affairs in 2003 as an international relations advisor. -
ResearcherUmeå Universitet Mar 2012 - Mar 2015I was the researcher responsible for Brazil in the project “Moments of Danger, Moments of Opportunity: the role of individuals in transforming organisations”. It was an international project that investigated how trade union officials and social movements' leaderships imprinted institutional change in their organisations, especially in the areas of environment/ decent work and international relations. The project comprised six countries- Brazil, India, South Africa, Spain, Sweden and the UK – three countries from the Global South and three from the industrial North. Throughout the project i conducted life histories interviews with over 20 prominent individuals from all trade union centrals in Brazil and rural organisations, such as the Landless’ Rural Workers Movement (MST) and the Rural Women’s Movement (MMC). I’ve also written papers on civil society in Brazil and the role of individuals in influencing and changing politics. ConsultantUndp Mar 2007 - Mar 2008Brasília Area, BrazilUNDP consultant based at the Ministry of the Environment of Brazil, With the aim of structuring and coordinating existing public policies on global warming and climate change, the Brazilian government started the elaboration of its National Plan on Climate Change in 2007. The government opened a public consultation on the Plan by organising local and regional conventions with civil society that resulted in the National Conference on the Environment Climate Change. 115,000 people took part in the overall process nation-wide. Over 2,000 participants (of which 1269 elected delegates) attended the National Conference. I was in the team responsible for the organisation of the Conference on Climate Change, from its very beginning. I organised local conventions with civil society - indigenous peoples, river dwellers, family farmers - and government officials in Espírito Santo and Amazonas. I was also in charge of the international programme (participants, themes, bulletin, budget) of the Conference. We had guests from 40 different countries. The experience I gained from this job was a better understanding of climate change and its real social and economic implications. Back then, Brazil's efforts were to reduce social inequality and to distribute income, although our economic locomotive had historically been the monoculture, livestock industry and agribusiness sector. The national Plan on Climate Change was fundamental to cast a light on the importance of seeking an alternative economic model to the "business as usual" pattern. Fundamentally, a low-carbon economy that protected the environment and the most vulnerable peoples and promoted decent work at the same time. -

International Relations AdvisorGeneral Secretariat Of The Presidency Of The Republic Of Brazil Sep 2004 - Jul 2006Brasília Area, BrazilThe main task of the International Affairs Department of the Presidency of the Republic was to promote, establish or strengthen the dialogue between international and national civil society organisations and the government. We also organised the presidency agenda at international civil society venues. For example, not only I organised but encouraged the presence of the federal government at World Social Forums (WSF) in Porto Alegre and in Caracas in order to keep the government in touch with civil society demands. I was also responsible for Brazilian government's engagement in the Global Call Against Poverty (GCAP), a global civil society movement that denounced financial institutions and their role in perpetuating poverty and inequality. I personally established a constructive dialogue between the Brazilian government and ATTAC (Association for the Taxation of financial Transactions and Aid to Citizens), so that they could engage in the UN proposal "Action against Hunger and Poverty" lauched by Brazil, France and Chili, which was rapidly enlarged to Norway, Germany, Spain and Algeria.
