Direct, manage, teach, and execute the Intelligence Analyst Course (IAC) for the Defense Intelligence Agency’s Academy for Defense Intelligence (ADI). Develop and deliver analytical training presentations to a wide variety of audiences to include international military representatives. Direct collaborative academic and outreach programs to enhance the relationship with other government centers, agencies, and colleges to develop programs of mutual benefit. Planning, directing, and coordinating activities of assigned projects to ensure the goals and objectives are accomplished in accordance with established priorities, time limitations, and funding conditions. Analyze requests for new training programs and changes to existing training programs and scheduling processes. Analyze courses within a proposed program to identify training facility, instructional, and other resource requirements for inclusion in the total program curriculum. Identify the effect or impact of scheduling and resources allocation activities within the IAC. Develop strategies to solve problems related to availability of resources, course sequencing, or other scheduling issues. Formulate and ensure individual training program models to ensure the training program meets the needs and interests of DIA and Partner Nations. Periodically review the IAC training program to confirm and validate that the courses contained therein are conducted within the parameters of sound professional methodologies. Evaluate training curricula, instructional methods and quality of instruction used in training courses. Provide advice to management in the planning, development, presentation, and evaluation of training and education programs. Develop procedures, criteria and standards for use in evaluating the training and educational programs. Conduct course evaluations and prepares final course summary evaluation for presentation to staff and to management.

Planned, developed, directed and executed the Expeditionary Intelligence Training Program (EITP) for the United States European Command (USEUCOM) at the NATO School Oberammergau (NSO). Supervised the delivery of formal instruction through multiple modes to include residential, non-residential, and synchronous/asynchronous distant learning. Developed, implemented, and oversaw training assessment collection plan for the program. Daily interaction with instructional methods and training techniques to include curriculum design principles, learning theory, design of individual development plans, and test design principles & control. Ensured program alignment with emerging USEUCOM and NATO training and simulation Initiatives. Developed and managed routine training plans for the program and aided in the planning and formulation of long-range plans and strategy for intelligence training within NATO. In conjunction with other NSO elements, planned and developed experimental training programs, evaluated results, and used findings to plan, develop, and pilot new training programs at the NSO. Acquired Advanced Distant Learning (ADL) programs and incorporated them into respective training courses utilizing the blended learning method. Developed, amended, and maintained annual training schedule and resource requirements for the program and acted as the training facilities manager. Instituted and managed financial requirements of the program to include the planning, programming, budgeting and execution (PPBE) process for the program budget following US Title 10 funding and NATO contracting & financial regulations. Supervised a team of 12 multinational military, civilian, and contract personnel. Acted as Contracting Officer Representative (COR) for contract personnel and implemented/managed various EITP project contracts. Assumed project manager role for all inter-program projects as well as select NSO projects.

Served as Senior Training Staff Officer in the Regional Expertise & Culture Division of the Afghanistan-Pakistan Task Force (APTF). Supervised the delivery of formal instruction through multiple modes to include residence; non residence, on site, centralized, and synchronized distant learning. Responsible for the administration, operations, and execution of AFPAK training programs designed to improve skill deficiencies through formal Instructions. Managed the administration and operations of the AFPAK Training Division facilities and conference facility. Determined size, scope, and financial constraints for new training projects and programs. Developed, managed and maintained annual training calendar for residential and mobile training courses. Coordinated staff development seminars and provide remedial instruction to training personnel. Developed strategic communication plan to publicize AFPAK training initiatives for the Intelligence Community (IC). Maintained network of subject matter experts and language specialists with Inter-Agency training directorates, other Intelligence agencies, DoD entities, federal agencies, academia, and private industry professionals. Assisted division director with managing annual operating budget, contracts, and assigned personnel. Developed project management timeline showing critical paths for the standup of the APTF Regional Training Center (RTC) to include developing requirements documentation, cost estimates, and other infrastructure components. Oversaw implementation of the RTC, acting as the primary POC/liaison between the APTF and all associated organizations. Assisted DIA’s Academy for Defense Intelligence (ADI) with Leadership progression training programs and implementation of the Defense Civilian Intelligence Performance System (DCIPS).

Branch Training Officer responsible for developing and tracking professional development for team members. Worked together with customers to analyze training requirements related to specific job performance. Designed, developed, and delivered course content via adult learning theory and traditional learning methodologies. Served as Faculty Advisor to DIA students regarding area of expertise issues. Advised and counseled students on sources of information and procedures for obtaining intelligence to support academic requirements. Served as faculty representative for the Department on matters pertaining to area of expertise.

Created training classes and sessions based on the full courseware development cycle (update/modify/develop training materials, manuals, quick reference guides, etc.). Designed, developed and updated training materials and delivered stand up instruction at user sites. Developed and presented various software curricula to system users and site system administrator personnel. Performed training needs assessments for DHS-CBP sites. Provided subject matter expertise to assist computer based training developers as they created CBT related materials. Traveled to customer sites to present Train-the-Trainer instruction.

Responsible for the development/control/analysis of the annual training budget. Managed all IT training sessions for 11,000 DCMA employees worldwide to include classroom, video and computer based training.
