Evaluate training curricula, instructional methods and quality of instruction used in training courses. Provide advice to management in the planning, development, presentation, and evaluation of training and education programs. Develop procedures, criteria and standards for use in evaluating the training and educational programs. Conduct course evaluations and prepares final course summary evaluation for presentation to staff and to management.

Developed and managed routine training plans for the program and aided in the planning and formulation of long-range plans and strategy for intelligence training within NATO. In conjunction with other NSO elements, planned and developed experimental training programs, evaluated results, and used findings to plan, develop, and pilot new training programs at the NSO. Acquired Advanced Distant Learning (ADL) programs and incorporated them into respective training courses utilizing the blended learning method. Developed, amended, and maintained annual training schedule and resource requirements for the program and acted as the training facilities manager. Instituted and managed financial requirements of the program to include the planning, programming, budgeting and execution (PPBE) process for the program budget following US Title 10 funding and NATO contracting & financial regulations. Supervised a team of 12 multinational military, civilian, and contract personnel. Acted as Contracting Officer Representative (COR) for contract personnel and implemented/managed various EITP project contracts. Assumed project manager role for all inter-program projects as well as select NSO projects.

Oversaw implementation of the RTC, acting as the primary POC/liaison between the APTF and all associated organizations. Assisted DIA’s Academy for Defense Intelligence (ADI) with Leadership progression training programs and implementation of the Defense Civilian Intelligence Performance System (DCIPS).
