Belinda is known for her experience and expertise working with the Australian Government in relation to a wide range of major projects dealing with drafting, tender compliance assessment, negotiation and provision of legal advice.Belinda has extensive experience advising on single seller arrangements with major vendors including SAP (including the renegotiation of the agreement with SAP in 2024), Concur, Microsoft, IBM, Rimini Street, Amazon Web Services, and Oracle (some of which have been accessed by the States) and whole-of-government technology panels established by the Department of Finance and the Digital Transformation Agency, for example the establishment of the Cloud Marketplace that replaced the Cloud Services Panel, and the Telecommunications Marketplace. She has negotiated with many of the major suppliers to the Australian Government and has advised on significant technology procurement processes such as important projects for the Australian Competition and Consumer Commission, including the contract for the provision of the Consumer Data Right Solution and managed services and the recent contract for the Digital ID Regulator ICT Solution (Digital ID Register). Belinda recently advised Services Australia on a procurement under the Digital Transformation Agency's Telecommunications Marketplace of a new end-to-end customer contact management solution to support Services Australia's contact centre arrangements, which is a large scale and complex sourcing program to modernise Services Australia’s telephony systems.Belinda also advises the Department of Finance on the GovCMS project and many other technology procurement processes for the Australian Government, State Governments and the ACT Government.
