I lead three teams within the Scottish Government, responsible for developing and delivering strategic leadership, governance and supplier engagement for public procurement across Scotland, working with business and third sectors; supporting small and medium business access to public sector contracts; leading and developing operations to facilitate the prompt payment of businesses, and delivery of a Government shared service, the electronic purchasing card.Additional responsibilities include:Business development, strategic and operational support and sponsorship of a key business initiative helping small and medium enterprises.Funding and project management of cross-sector projects helping to deliver Programme for Government commitments.Managing relationships and networks across the public, private and third sectors, government portfolios and with Ministers to promote and improve public procurement throughout Scotland.IACCM certified advanced practitioner in contract and commercial management.MSP certified programme manager.Prince 2 Project Management PractitionerTrustee experience on the board of a small charity.Previous roles include:Change management of Scotland's procurement reform programme.Programme manager for multi agency delivery of the inaugural Edinburgh International Culture Summit;Project manager for the Scottish Government's role in Papal visit to Scotland, (working with Royal Household, Catholic Church, and the UK Foreign Office); Creation, design and implementation of a technical solution for improved information management support and guidance for senior management; Continuous improvement for public appointments process; Business development in central and local government; Delivery of bespoke internal 'influencing' learning toolsLeadership of marketing, communications and PR teams and delivery of strategies across Scottish and UK Government's and local authorities. Primary experience and skills in relationship management/business development/project-programme-portfolio management/communications/strategy and governance/change management/continuous improvement. Solid experience of procurement and finance sector and managing teams.
