Dr. Tsou founded Chilin (HK) Ltd. (chilin.hk) in 2005, after doing research for more than 20 years on machine translation and on the cultivation and analysis of parallel language corpora. Chilin provides tools for translators based on an enormous corpus of high-quality bilingual sentences and phrases. Chilin PatentLex (http://patentlex.chilin.hk/#/) is a web-based translation tool to meet the post-editing and other needs of professional and neophyte translators of technical documents.Dr. Tsou led a team to produce a database of over 35 million top quality bilingual sentence pairs from 300,000+ parallel Chinese and English patents. These are ideal for the training and enhancement of translation engines (see https://catalog.ldc.upenn.edu/LDC2016T22). His team has also extracted so far over one million bilingual compound words for a large corpus of technical terms. Chilin PatentLex is built on this corpus.Dr. Tsou is also responsible for the 20-year long cultivation of LIVAC (https://en.wikipedia.org/wiki/LIVAC_Synchronous_Corpus), the unique synchronous corpus of Chinese language data which allows for the extraction of authoritative characteristic features based on the analysis of over 6 billion characters of representative printed media texts rigorously cultivated from Beijing, Hong Kong, Macau, Shanghai, Singapore, and Taipei since 1995.He is the founding president of the Asian Federation of National Language, and of the Linguistics Society of Hong Kong.
