Assistant Manager, Infrastructure & Capacity Development Group
The West Virginia Infrastructure and Capacity Development (I&CD) unit in the Office of Environmental Health Services under the WV Bureau for Public Health (WVBPH) provides assistance to drinking water systems in the areas of capital project funding from the Drinking Water Treatment Revolving Fund (DWTRF), Capacity Development, and Construction Permitting to ensure facilities will meet state and federal requirements. As the Assistant Manager of the I&CD group, I assisted in managing the DWTRF which provideed a means for water systems throughout the state to obtain the necessary funding to do capital projects by offering low interest loans and/or grants from the Environmental Protection Agency. I served as a DWTRF designee of the WVBPH for the West Virginia Infrastructure and Jobs Development Council where I provided technical reviews of water system projects and provided recommendations for these systems to pursue funding packages. I assisted in managing numerous projects which consisted of monthly conference calls to help foster a team consisting of engineers, lawyers, accountants, local government representatives, and water systems representatives from initial design of the project, to issuing construction permits, to closing a loan. Once projects moved to the construction phase, I was tasked with paying various project related invoices and tracking all costs until such time that the project was substantially completed and all secured loan and/or grant funds were expended.

As a Construction Manager for Herbert, Rowland & Grubic, Inc., I oversaw a number of construction sites at one time and managed construction inspectors to insure conformance to requirements of contract documents for oil and gas construction projects including well pad sites, pipelines and access roads.

As a Consultant Review Engineer/Project Manager, I guided numerous Consultant Engineering Firms through the design process in tasks such as setting the horizontal and vertical geometry, reviewing minor and major drainage, developing the Right of Way plans, reviewing the maintenance of traffic plans, putting together the contract set of plans that went to construction, applying for any and all permits necessary for the project to proceed forward, coordinating with any and all utilities that may need to be relocated, as well as being available to solve minor issues for contractors once the project was awarded and under construction. During me time as a Consultant Review Engineer/Project Manager for the West Virginia Division of Highways, I developed great communication skills, the ability to review and identify potential problems as well as suggest fixes for design errors, and furthered my coordination skills all while working as a licensed Professional Engineer for the State of West Virginia.
Roadway Design Engineer
As a Highway Design Engineer for the West Virginia Division of Highways, I created highway design and engineering contract plans that conformed to the WVDOH Standards and Specifications. During this time as a Highway Design, I was tasked with the duties of designing the roadway portion of several smaller scale projects throughout the state of West Virginia. Many tasks were performed through the design process such as setting the horizontal and vertical geometry, developing the Right of Way plans including plotting deeds, putting together the contract set of plans that went to construction, applying for any and all permits necessary for the project to proceed forward, coordinating with any and all utilities that may need to be relocated, preparing an engineer’s cost estimate, and being available to solve minor issues for contractors once the project was awarded and under construction. As a highway design engineer, I became skilled in the use of MicroStation, MicroStation Inroads Highway design software, AASHTOWare DARWin pavement design software, and developed great communication skills.
