Assistant Manager, Infrastructure & Capacity Development GroupWvdhhr Bureau For Public Health Mar 2013 - Feb 2018Charleston, West VirginiaThe West Virginia Infrastructure and Capacity Development (I&CD) unit in the Office of Environmental Health Services under the WV Bureau for Public Health (WVBPH) provides assistance to drinking water systems in the areas of capital project funding from the Drinking Water Treatment Revolving Fund (DWTRF), Capacity Development, and Construction Permitting to ensure facilities will meet state and federal requirements. As the Assistant Manager of the I&CD group, I assisted in managing the DWTRF which provideed a means for water systems throughout the state to obtain the necessary funding to do capital projects by offering low interest loans and/or grants from the Environmental Protection Agency. I served as a DWTRF designee of the WVBPH for the West Virginia Infrastructure and Jobs Development Council where I provided technical reviews of water system projects and provided recommendations for these systems to pursue funding packages. I assisted in managing numerous projects which consisted of monthly conference calls to help foster a team consisting of engineers, lawyers, accountants, local government representatives, and water systems representatives from initial design of the project, to issuing construction permits, to closing a loan. Once projects moved to the construction phase, I was tasked with paying various project related invoices and tracking all costs until such time that the project was substantially completed and all secured loan and/or grant funds were expended.
