Provides top-level strategy for innovation, long-term mission planning, and project management for the Department of Homeland Security (DHS) Customs and Border Protection (CBP) in support of an 18-program portfolio. Identifies risks, defines solutions, reviews proposals and budgets daily, and oversees 15 full-time employees including 6 subcontractors to drive project completion for the Office of Technology Innovation and Acquisition. Current budget is $14M with a projected recomplete value of $27M. • Increased system availability along the southern border of the U.S. to 99.999% with minimal downtime. Analyzed specific data and explained processes to dramatically improve system availability, resulting in increased security for U.S. borders, as well as border patrol agents and civilians.• Enabled NTT Data to become the 17th company in the U.S. to achieve CMMI Level 3 for Services accreditation. Authored plans for Risk Management, Risk Registry, and Innovation processes to meet certification requirements that were previously lacking.

Managed 10-15 programs within a portfolio of projects for the Department of Homeland Security (DHS) Customs and Immigration Services. Guided the government through the System Engineering Lifecycle (SELC) while driving compliance with schedules, scope, and a $50M budget. Ensured performance excellence through required team member appraisals and performance counseling as needed. Contract was later acquired by NTT Data.• Facilitated CMMI Level 5 certification, enabling the company to bid on high-level government projects. Leveraged CMMI expertise to identify missing information, and create strategic plans and documents to ensure compliance.

Drove performance optimization as the Deputy Project Manager and Performance manager over a $53M performance-based contract with the Drug Enforcement Agency (DEA). Assessed and redefined processes to secure future revenue while managing the deployment of Firebird in DEA offices in every major U.S. city as well as every country in the world.• Increased project performance effectiveness from 94% to 99.4% to ensure future funding from the $53M performance-based DEA contract. Wrote a performance management plan to streamline processes, optimize performance, and ensure strict compliance with 21 Service Level Agreements.• Secured approximately $250M in future contract value after being recognized for global vision and asked to assist in the development of 11 proposals―10 of which were winners. Wrote ¼ of the recomplete proposal for the DEA, which later became a $110M contract.

Contributed to the success of a $54M communications project to support Operation Iraqi Freedom as a subcontractor to the U.S. Army. Challenged to resolve issues that were preventing reliability in laptop communications between military bases. Reviewed and restructured configuration management processes and introduced new methodologies to reduce errors.• Within the first 60 days―Analyzed systems, identified needs, and developed crucial processes for configuration management, strategic plans, user groups, and requirements tracing. • Reduced costs incurred from fixing broken software more than $2M in 3 months and decreased significantly high error rates in coding by helping the 3rd party software developer implement strategic planning and configuration management processes.• Co-authored a Task Execution Plan and assisted the Army’s Project Control Officer with the development a $28M budget for the project’s software developer.

Hired to deploy and test baggage scanning and explosive detection systems for all U.S. airports as a Configuration Manager for the Transportation Security Administration in Herndon, VA. After 9/11, the government budget was increased from $90M to $8B, and the mission became to aggressively equip every U.S. airport in an around-the-clock initiative. Spearheaded the creation of configuration management, quality, and audit plans, site surveys, and user manuals for the equipment. Reviewed engineering proposals and contract changes, and guided subcontractors on deployment and test strategies.• Developed tracking capabilities for hundreds-of-thousands of security equipment parts nationwide. Co-authored a comprehensive configuration management plan and build the program from the ground-up within 30 days.• Ensured efficient deployment and testing strategies by travelling to 330 airports in 8 months’ time to assist all subcontractors with building their configuration processes, solve potential problems, and ensure effective controls.• Saved millions of dollars and reduced corrective action rates for equipment deployed to the field from 50% to less than 2% by introducing “waterfall” methodology to increase productivity and decrease frequent corrective action.
