A highly motivated, dedicated and results-oriented professional with more than 10 years of experience, he is a former senior policy advisor on Capitol Hill. He earned a Ph.D. degree in Political Science in the discipline of American Politics-Public Law- Black Politics at Howard University and Master of Arts degree in American Politics from Claremont Graduate University. Since that time, Dr. Moore has taught undergraduates at Williams College, Howard University, and the University of Oxford. Professionally, Dr. Moore has been a political strategist and a recognized academic scholar in Black Politics and African American Genealogy. He is a recognized authority in the U.S. Congress and legislative affairs, as well as an academic scholar in American Politics and Public Law. For ten years, he served as a Senior Policy Advisor/Fellow to the U.S. House of Representatives and as a Principal Policy Fellow for members of the Congressional Black Caucus. He spearheaded, wrote major parts, and progressed the passage of the Second Chance Act of 2007 in the House, and progressed the legislation to the U.S. Senate, working with then Senator Joseph Biden, Jr. and the late Senator Edward M. Kennedy. Under the direction of Representative Danny K. Davis, Dr. Moore helped gain 92 bi-partisan co-sponsors of (H.R.1593) and 247 votes in the House as result of his creative ability that refocused discussion on offender reentry issues and concerns for public safety. Dr. Moore is also an expert in criminal justice reforms issues that pertain to reducing recidivism through evidence–based reentry practices, developing strategies to remove barriers to voting disenfranchisement and HIV/AIDS education in communities of color. He is a collaborative leader and engages stakeholders in ways that result in producing high-functioning teams and effective organizational results. He works well in both independent and collaborative environments and continues to serve as peer reviewer of grant funding for the Office of Justice Programs with the U.S. Department of Justice.
