- Contribute to the preparation of lending operations during project identification, preparation, and appraisal stages, and ensure that environmental and social development issues are addressed early in the process - Supervise Bank-approved projects under implementation in terms of project-specific environmental health and safety (EHS requirements and performance (i.e., project implementation stage), in compliance with safeguard policies or the ESF, as applicable.).- Provide advice to client and counterpart organizations and project teams, with regard to the preparation of environmental, social, health and safety assessments, including regional, strategic and cumulative assessments; environmental and social management frameworks and plans, including plans for monitoring, reporting and evaluation; stakeholder engagement plans and strategies, and grievance management systems; labor management procedures; - Provide guidance and capacity support to clients in the preparation of relevant project cycle documentation, including by assisting borrowers in drafting Terms of Reference (TORs) for the preparation of environmental safeguards and ESF assessments, planning and management instruments; - Supervising their implementation and Provide timely input, to Bank project documents related to environmental aspects, including Integrated Safeguard Data Sheets and/or Environmental and Social Review Summaries, and EHS sections of project documents such as Project Concept Notes (PCN), Project Information Documents (PID), Project Appraisal Documents (PAD), Aide Memoires (AM), and Implementation Status Reports (ISR).- Carry out project supervision of environmental and Social aspects on behalf of the Bank, including site visits, review of monitoring reports, discussions with clients and stakeholders, and building of effective working relationships with the borrower/project implementation agency to ensure proper understanding and implementation of the policies.

World Bank Funded Projects/ Minagri/ Hillsides And Marshalands Spiu

Funded by World Bank, the project involved the construction of hillsides irrigation infrastructures including dams, night water storages, irrigation canals and land husbandry works. The role of environmental and Social safeguards specialist included:- To support and guide the activities of Environmental and Social Safeguards at the central level ;-To Prepare, supervise and implement the resettlement action plans, EIAs and EMPs ;-To Ensure effective integration of Environmental and Social Safeguards considerations into all aspects of identification, consultation, planning and implementation of project activities

My responsability in Ministry of Natural Resources included:• Coordinate and facilitate the review and updating of environment policies and legislations,• Provide technical advice on matters related to the proper management of environment; • Ensure coordination and follow up of strategic actions and initiatives related to the sustainable environment management;• Assess the reports produced by various partners on environment matters and provide comments to the Ministry’s Authorities, • Develop and strengthen good relations and cooperation framework between the Ministry and national and international organizations operating in environment sector;• Follow up and advise on the smooth implementation of regional and international conventions signed and ratified by the Rwandan Government in relation to the Environment Protection, Biodiversity conservation and Climate Change.
