Manage development and daily operations of CPCA’s legislative and advocacy programs. Work with internal and external lobbyists to realize CPCA’s policy priorities. Evaluate current direction and determine future strategize with staff, leadership, and allies.

Supervised diverse staff responsible for advocacy, political communications, and state policy. Launched CPCA’s workforce initiative and advanced organizational thinking in graduate medical education, loan repayment, workforce development, and scope of practice. Represented CPCA workforce interests to key national and state partners. Provided leadership, direction, support to member task forces and committees.

Designed and executed internal infrastructure to successfully support ACA implementation in over two hundred California’s community clinics and health centers (CCHC). Testified, provided written statement, and submitted comment letters to federal and state agencies that positioned health centers for outreach and enrollment success. Developed new partnerships to advance health center patients and health consumer interests. Leadership led to health centers recognized as California’s highest performing enrollment entities.

Worked with state and county leaders as California led the nation in the early expansion of healthcare coverage through the Low Income Health Program (LIHP). Collected data on AIDS Drug Assistance Program (ADAP) formularies, antiretroviral prescription procedure, and emergency refill protocols for all counties participating in LIHP. Synthesized data and procedural trends in policy briefs to assist with the transition of Ryan White medical services in LIHP counties. Drafted Delivery System Reform Incentive Pool (DSRIP) – Category 5 HIV/AIDS Transition Projects language to increase financial support to California designated public hospitals caring for persons living with HIV/AIDS.

Provided leadership support and mentorship to diverse steward councils at Sutter, Kaiser, and Dignity Health hospitals and clinics. Strengthened Labor Management and Patient Care Committees at three Dignity Health sites, resulting in improved relationships with management and timely resolution of workplace and patient care issues. In tough economic times, mobilized hundreds of workers to historic victories at the bargaining table.

Managed operations of the 20,000 member northern Illinois region of the Homecare Division. Coordinated activities for statewide campaign for first-ever Illinois law providing healthcare for over 10,000 homecare workers. Maintained an active base of hundreds of member leaders that met monthly to discuss policy and political goals. Promoted positive working relationships with management that aided negotiations and issue resolution.

Outreached to aging and disability rights groups to build coalitions around homecare in Indiana and Kansas. Developed and maintained worker committees in private and public sector homecare environments. Combined community, labor, and political organizing with senior education in Indiana Senior Voter Action, a campaign to close the Medicare Part D coverage gap and elect politicians that supported senior issues.

Created directory of Republican National Convention 2004 emergency response efforts. Drafted 1st NYC Power Disruption Operations Guide (edited edition turned into official OEM publication).
