2003-2019 Long term project with the United Steelworkers of America, the largest industrial union in the country. With colleague Dr. Charles Levenstein, through extensive interviews and document review, evaluated safety conditions and safety systems, especially behavior based safety systems, in the Department of Energy complex.This work ceased while I was on leave at the Chemical Safety Board. 2015 - 2019 With colleague Matthew London, evaluating the USW health and safety training program at a variety of work sites.

Board Member at the Chemical Safety Board requires Presidential Appointment and Senate Confirmation. I resigned after 17 months due to agency dysfunction. I learned much about politics, the petrochemical industry, and the incentives and disincentives for safe workplaces. It deepened my commitment to promoting healthy and decent workplaces.

Researched and wrote a case study of a company, Interface Carpet Co., that used employees' knowledge and participation to further sustainability efforts. The benefits and limits of this approach are discussed.
