• Provided written testimony to the U.S. House of Representatives, Committee on Oversight and Government Reform, on "Rebuilding the Chemical Safety Board: Finding a Solution to the CSB's Governance and Management.
• Testified to the U.S. House of Representatives, Committee on Oversight and Government Reform, on "Whistleblower Reprisal and Management Failures at the U.S. Chemical Safety Board".
• Advocated for stricter federal oversight of U.S. contractors dealing with hazardous materials in the the Federal Times (2013)http://www.hawaiiprocurementinstitute.com/2013/accident-spotlights-need-for-contract-work-chan.
• Provided expert testimony on chemical regulation policy at the Massachusetts State Legislature and Massachusetts Department of Public Health (2007-2010)
• Initiated the successful regulatory listing of silica as a toxic under the Massachusetts Toxics Use Reduction Act through collaboration with the Environmental League of Massachusetts (2004)

2003-2019 Long term project with the United Steelworkers of America, the largest industrial union in the country. With colleague Dr. Charles Levenstein, through extensive interviews and document review, evaluated safety conditions and safety systems, especially behavior based safety systems, in the Department of Energy complex.This work ceased while I was.

Board Member at the Chemical Safety Board requires Presidential Appointment and Senate Confirmation. I resigned after 17 months due to agency dysfunction. I learned much about politics, the petrochemical industry, and the incentives and disincentives for safe workplaces. It deepened my commitment to promoting healthy and decent workplaces.

Researched and wrote a case study of a company, Interface Carpet Co., that used employees' knowledge and participation to further sustainability efforts. The benefits and limits of this approach are discussed.
