Serves as Oversight and Performance Procurement Analyst, assisting the HQ team with management of metrics, compliance trends, and tracking of all program aspects to holistically assess the health of the USACE Small Business Program. In addition, serves as the HQ liaison to USACE Centers (ERDC, AGC, HNC, HECSA) to ensure top cover support and assistance as necessary for those small business programs.

Supports USACE District Small Business Program Management Reviews (PMR), including reviews to determine overall health of district small business programs and to gather either gaps in performance and/or best practices to be utilized enterprise-wide. Provides training as necessary to the Small Business Professional community and assists district Small Business Deputies with any tools or advice required to grow or improve programs. Acts as temporary Small Business Professional for districts with vacancies to ensure continued support from a small business perspective for acquisition planning and post award requirements. Supports all other HQ level actions as necessary.

Manages the small business program for the Rock Island District Corps of Engineers to include the following:- Advise program managers and contracting personnel on small business regulations and programs and recommends appropriate acquisition strategies to ensure use of small businesses to the maximum extent practicable.- Advises senior leadership on the district's small business goals and accomplishments. Assesses potential shortfalls and provides corrective action plans.-Reviews subcontracting plans and makes recommendations for subcontracting goals to contracting officers. Works directly with large businesses to provide potential small business subcontractors.-Provides appropriate training to contracting and technical personnel on all small business matters and regulations.-Serves as an advisor and advocate for small businesses interested in doing business with the district, ensuring that companies have access to opportunities and are able to effectively market to the appropriateness district personnel.-

Provide Iowa businesses with no charge one on one counseling and training related to contracting/selling to Federal, State and local Government entities. Includes assisting businesses determine their suitability for Government contracting, market research for potential target customers, marketing assistance, locating opportunities, understanding procurement regulations, types of contracts and writing proposals. Also assist with compliance issues.

Managed small business program for RIA JMTC facility, ensuring proper agency outreach to small businesses, achievement of contracting goals with small businesses as well as education of contracting personnel for acquisition planning.
