Provided contractual, administrative, operational, financial, and logistical support for an $88M portfolio covering Burundi, Cambodia, Ethiopia, Senegal, Sierra Leone, and Tanzania on a 5 year, $472M USAID funded malaria program working in 23 countries in Saharan Africa, as well as Cambodia and Colombia. Ensured in-country field operations were compliant with USAID regulations, provided training to Abt’s field staff, and subcontractors; reviewed and approved employee and subcontractor expense reports, purchase requisitions, and vendor/subcontractor invoices; ensured tracking tools were up to date and contained correct rates and salaries. Supported new site start-up by providing guidance on administration policies and procedures, including human resources and recruiting, procurement, country and project registration.

Oversaw the financial aspects of the project by reviewing monthly invoices and tracking program expenditures against budget and obligated funds. Supported newly established Credit Department charged with managing loan portfolio for USAID-funded lending institutions. Chaired Credit Committee that included Deputy Ministers of Agriculture and senior expat project staff. Responsible for communicating with loan officers and borrowers regarding loan disbursements, repayments, contract execution, loan documents, reporting indicators, and pipeline tracking.Installed and managed loan tracking software and developed procedures and trained new staff on software. Assumed responsibility for managing the department, including two other staff, upon departure of the expat team member. During my tenure, the loan portfolio grew from less than 20 loans to 170 loans, totaling more than $100M.
