Managed and supervised maintenance production and radio communication programs and base telecommunication projects. Worked with the Branch Head to apply management knowledge, principles and practices to obtain and manage financial resources to meet program requirements for the Maintenance and Logistics Branch of the Base G-6. Served as the Subject Matter Expert to provide guidance to both internal and external stakeholders on matters pertaining to tactical and emergency responder radio communications. Ensured the Enterprise Land Mobile Radio (ELMR) system was operational by managing assigned personnel within the section. Determined installation requirements for new communication systems on base projects and assisted in developing cost estimates for projects, maintenance, and training. Provided guidance to base and National Capital Region activities on maintenance and communications systems related issues. MAINTENANCE MANAGEMENT EXPERIENCE: Task organized 2 Staff Non-Commissioned Officers and over 18 enlisted personnel in multiple work areas, tracking more than 350 preventive and corrective maintenance equipment repair orders totaling 2200 man hours. Formulated, planned, implemented, managed, and tracked the progress of the Enterprise Land Mobile Radio integration into the Department of Defense Schools aboard Quantico while also assessing associated risks for both individual installations and overall project objectives. PROGRAM MANAGEMENT: Analyzed interrelated issues of effectiveness, efficiency, and productivity for the Enterprise Land Mobile Radio upgrade by applying logistics management principles to ensure program accomplishment. Played a major role representing Marine Corps Base Quantico and the National Capital Region in the Transition Management Group by applying the principles and methods necessary to develop and manage resources associated to the final End User Hardware Transition and Sustainment Plan supporting the Continuity of Services Contract.

Supervised the Communications Electronics Maintenance Platoon in the performance of their assigned maintenance and administrative tasks. Advised the Commanding Officer and staff on all matters related to equipment readiness and the overall state of maintenance operations. Established, managed, and enforced all maintenance policies, procedures, and programs. Coordinated with the Supply Officer to ensure the timely receipt of repair parts for increased unit readiness. MAINTENANCE MANAGEMENT EXPERIENCE: Supervised the Communication Electronics Maintenance platoon’s five sections of 110 Marines maintaining an overall material readiness of 99.2%. Supervised the execution of more than 300 maintenance transactions in support of 2D Marine Aircraft Wing (Forward) operations with 100% accuracy. Organized the proper disposal of over $50,000.00 of unused and unserviceable equipment to the Defense Reutilization and Marketing Office (DRMO). LOGISTICS MANAGEMENT: Developed and implemented strategies to make decisions related to organizational resources by reviewing the existing Table of Equipment, then submitting recommendations that would reduce total on hand quantity yet still maintain mission readiness. Utilized knowledge of Marine Corps acquisition and procurement principles to coordinate the expedited the fielding of 100 Defense Advanced GPS Receivers desperately needed by the squadron to perform communication synchronization for satellite and single channel radios. Supervised and coordinated the retrograde of over $300,000.00 worth of organic supply assets to Marine Corps Logistics Command.

In the capacity of an Acquisition Project Officer: Managed contracted personnel and activities to ensure the monitoring and maintaining of milestone dates and budget throughout two major Marine Corps Programs’ life cycle. Translated operational requirements into system performance specifications while ensuring both cohesive capabilities and logistical support were provided to the warfighter in two separate combat zones. Developed and executed responsive and supportable acquisition plans. Managed cost, risk, schedule, configuration management, contractual details, and executed funding for project objectives. Developed and executed test, fielding, support, and training plans. Developed and initially managed life-cycle support concepts while continuously providing program representation as the Subject Matter Expert. PROGRAM MANAGEMENT EXPERIENCE: Led team of seven (7) contractors to include management analysts, program analysts, engineers and logisticians in the acquisition and fielding of High Frequency Radio (HFR) and Multi Band Radio (MBR) procurements. Supervised the development of the acquisition strategy/ acquisition plan and associated contractual documentation leading to the $350M FY08 MBR contract award. Ensured logistical support strategies met program goals for operational maintainability, suitability, effectiveness and readiness by conducting multiple provisioning conferences.

Installed, adjusted, and repaired mobile or stationary radio transmitting and receiving equipment and two-way radio communications systems found in service vehicles and base stations. Repaired circuits, wiring, and soldering, using soldering irons and hand tools to install parts and adjust connections. Tested equipment functions such as signal strength and quality using equipment such as oscilloscopes, circuit analyzers, frequency meters, and watt meters.Ensure accountability and serviceability of all test equipment and assets. Managed all programs organic to the maintenance effort to include Modifications, Calibrations, Publications, and Quality Control. Manage and supervise all logistical functions of the Battalion. ELECTRONICS TECHNICAL EXPERIENCE: Maintained a 92% readiness level of communications equipment in a combat environment while having participated in 6 combat patrols throughout the battalion’s area of operations. Demonstrated resourcefulness by maximizing space creating a fully functional maintenance shop, complete with a test bench and calibration center from an empty shipping container. Directed and supervised the installation of 46 vehicle mounted radio systems in advance of operations in Iraq.PROFESSIONALISM / TEAMWORK: Effectively worked with the Regimental Combat Team and other higher commands’ communications staff to increase the allotment of mission critical assets. Supervised the maintenance of 66 vehicle mounted radios and 110 man-pack radio systems.
