Responsible for the government relations efforts on behalf of APA members and the payroll community, including payroll professionals and payroll service providers. Bill also represented APA before the media, taught classes, wrote for association and outside publications, and spoke at association events and the events of other organizations. The subject matter included wage payments, wage deductions, income tax withholding and reporting, employment eligibility verification, employee benefits, data privacy, wage garnishments (creditor debts, child support, defaulted student loans, bankruptcy, tax levies), recordkeeping, worker classification, wage and hour, unemployment, and multistate payroll issues. During his career Bill has spoken at more than 100 conferences as a subject matter expert on payroll issues, often related to federal and state legislative developments.

Authored and edited the Employer's Guide to Garnishment. Wrote for and edited the Payroll Guide reference service and the Payroll Guide Newsletter. Edited the Payroll Practitioner's Compliance Handbook and Principles of Payroll Administration (written by Debera Salam, CPP).
