Integrated and coordinated planning, programming, and requirements into Air Combat Command's five service core function documents: Command & Control; Global Integrated Intelligence, Surveillance, and Reconnaissance; Air Superiority; Global Precision Attack; and Personnel Recovery. Chaired Air Combat Command's Group, a cross-functional team of 18 Colonel/100+ panel members; established overarching strategic priorities for Combat Air Forces.

Researched and published strategic and operational views on organizing, training, employing, and sustaining combat air power. Researched and published future concepts, technology, and strategy for Joint/AF wargames and experimentation.

Led 35 officers in developing operational plans and concepts of operations, executing mission requirements, and analyzing operational combat effectiveness. Served as Combined Forces Air Component Commander's (CFACC) primary conduit for creating and disseminating USCENTCOM strategic policy and guidance. Directed CFACC operational planning in three mission critical area of operations: Operation IRAQI FREEDOM; Operation ENDURING FREEDOM; and Horn of Africa. Published Air Operations Directives for the CFACC; guided Air Tasking Order development; authored Joint Air and Space Operations Plans for all three area of operations.
