Westec is a non-profit organization which focuses on vocational based training ; in partnership with Taft and Bakersfield Colleges. Westec provides a variety of short and long term vocational training programs. Some of the training areas are as follows: oilfield/agricultural safety, general industrial safety, corrections/law enforcement training, court report writing classes and a program that prepares people for general industry jobs. Our group focuses on a variety of law enforcement training and consulting opportunities. We offer training in the following areas: leadership and supervision, risk management, employee discipline, , S.W.A.T. and tactical operations,police ethics, and preparation for police promotional or entry exams.Our consulting areas of expertise include: after incident reviews, policy review, media/community relations, risk mitigation, and limiting your exposure to a Department of Justice investigation. Rector and Associates has over 150 years of experience in the law enforcement field and we have actual experience of navigating a Department of Justice investigation, to a positive conclusion. I worked at the Bakersfield Police Department for 27.5 years, with the last 5.5 as Chief of Police. As Chief , I was responsible for the overall function of the department; with the total staff being 500+ and a 72 million dollar budget. Key areas of focus during my tenure were: reducing gang crime , building a positive relationship with the community, enhancing technology, and completing a Department of Justice investigation with a positive outcome.
