Dr. Billy Chan (PhD, SMIEEE, MIET) has more than 18-years’ experience in industry and academic R&D. Leading and managing R&D team and projects in mobile communications networks (4G, 5G), IP networking, Vehicle-to-Everything (V2X) communications, Smart Mobility, and Internet-of-Things (IoT) areas. Proven experience and track record in project and product management (with Agile management and Scrum practices), defining product roadmap and strategies, managing business and company operations, technical solutions and consultancy, business development and strategic partnerships, stakeholders management, leading system development and integration, realizing large-scale deployments and trials, funding applications, technical marketing and demos, patents and publications.Dr. Chan received his Ph.D. degree in Electronic Engineering in the Hong Kong University of Science and Technology in 2004, where he was a Research Associate at the Digital Signal Processing Center. During his Ph.D. study, he also went to the University of Southern California, USA as a Visiting Scholar at the Signal and Imaging Processing Institute in 2002. Before joining ASTRI in 2006, he furthered his study and research as a Postdoctoral Research Scholar at the Department of Electrical Engineering in the University of Washington, Seattle, USA. Dr. Chan received the Croucher Foundation Fellowship Award in Hong Kong in 2004. Dr. Chan is now the IEEE Senior Member with recognized contributions and track record in communications networks. He has over 20 publications in various IEEE transactions and conferences. He is also the member of IET with recognized experience and expertise. He also serves as a Communications & Information Security Technical Committee member in the IEEE Communications Society. Dr. Chan has been granted several patents related to IoT and C-V2X system management, and also received many international and industry awards in the smart mobility area. Currently, Dr. Chan is the CTO and co-founder of Socket Networks Limited, which is focusing on the 5G private network architecture, 5G core network, edge sensing and computing, and cloud orchestration platform for 5G, smart mobility and IoT automation applications and deployments. Prior to that, Dr. Chan was the Deputy Director of Hong Kong Applied Science and Technology Research Institute (ASTRI) Co. Ltd, leading and managing R&D projects, focusing on 5G, V2X, Smart Mobility and IoT systems, applications and deployments. During the time, Dr. Chan and his team realized the first City Public Road C-V2X Trial in Hong Kong in 2021.
