I was responsible for managing personnel, budgets and services while creating an R&D manufacturing environment to be used as the facility for a leading edge AC development program.

Serve in test engineering product certification of control systems engineering for large, complex aircraft development programs. Act as subject matter expert responsible for certification documentation of design definition, integration, installation and certification of control surfaces for the fly-by-wire for the fleet, in support of corporate strategic and tactical initiatives. Specific controls monitoring responsibilities include direct coordination with modification sites, internal and external customers to support the design and development of aircraft controls reconfigurations, new product development, and/ or new aircraft specification development. Provide DO-178 and D0-254 engineering support during the development cycle including design reviews, technical issue resolution, first article inspections, engineering paperwork preparation, and prototype modification support. Prioritize modification program tasks and delegate within the group. Coordinate with fleet and other internal engineering groups and with suppliers for additional review as required. Develope and maintain awareness of industry activities and technology trends. Establish work prioritization and balanced multiple concurrent projects. Coordinate projects with internal and external organizations. Develop and support group performance metrics and work toward specific group goals. Maintains high level of customer focus and strong internal customer relationships.

Designed and Monitored floor O&R for nonstandard composite repairs during overhaul blade maintenance and repair issues. Helped introduced new materials and processes for increased product reliability, conducted process dropout investigations and tooling failures (FMECA). Member of IPTs particularly for titanium etching process for improved bonding capability for the H-53K spar and SH-60L leading edge sheath. Revised task cards for production simplification (Lean/Six Sigma) for the reduction of quality rejections, reducing steps, rework costs and, ultimately, improving bottom line numbers. Co-located liaison with the U.S, Army Research, Development and Engineering (RDEC) for SH-60L [Blackhawk] overhaul facility [Corpus Christi Army Repair Depot], particularly metal to composite blade bonding tools. While in place I investigated several of their process problems and provided direction for resolution. I am highly regarded as a Subject Matter Expert (SME) for composite bonding, layup, machining, and evaluation of damage and damage repair of nonstandard repairs.

Utilized as the authority on advanced materials for manufacturing, damage tolerance and sustainment requirements. Final design approval of drawings concerning proper material usage, compatibility and manufacturing capability. Worked with primary manufacturers to qualify acceptable materials for FAA flight requirements of metals and composites. Technologies included: refinement of Cytec Industries Out Of Autoclave (OOA) 250F cure epoxy, material qualifications of Henkel and Magnolia companies’ adhesives, PRC and 3M for fuel tank sealants, Hexcel for honeycomb core and PPG for coatings. High strength metals and alloys with heat treat requirements including 2000, 6000, 7000 aluminums, titanium in cast, sheet, rod and machined conditions. I am also required to review CATIA composite designs for project/program requirements and its FiberSim data. I was also responsible for maintenance development of in-service repair and damage prevention. Completion of Bombardier Aerospace Achieving Excellence Program –CI, PDCA, Management Road Map and Cycle, Employee Enlistment, Shewart Deming Cycle.

Responsible for team of Quality Inspectors to verify adherence to customer requirements and compliance requirements for manufacturing of composite, metallic and electro-mechanical systems. Material Review Board (MRB) engineering signing authority including evaluation, FMEA, and disposition of non-conforming parts. Solving production failures and determined field failures toward higher reliability fractions (FEMCA & Kaizen Approach). Worked directly with Manufacturing Engineering to optimize production throughput (LEAN) for direct product/manufacturing improvement and maintained nonconformance database (TipQA).Siemens and SAP PLM, Relex (Windchill), ASQ/ISO9001.

Subject Matter Expert (SME) as the customer (703rd AESG DET 3 USAF) for continual improvement (CI) efforts on design changes and issues resolution of the Predator and Reaper Unmanned Aerial Vehicles (UAV) at MRBs, ERBs, PDRs, SIBs and supplier meetings(signing authority). Provided high level advisory and design guidance concerning major and minor engineering changes (Mil-Std-810G, DO-160F) to General Atomics. Liaised with contractor engineering to develop a high altitude, high torque, and reliable power plant that utilizes Mogas for high endurance flights. Participated in performance identification as well as, test requirements, modifications, and field engineering requirements for entry into service. Also worked for resolution of system concerns and technical evaluation for the airframes and power plants which ranged from logistical placement in models on CATIA (for weights and balance of Line Replaceable Units /LRU) to major airframe or power-plant mission requirements for both UAV platforms. Collateral responsibilities included upgrade/update schedule tracking and management, military on-site maintenance task handbook and mishap investigator. Principle Engineering Management reporting to Wright Patterson AFB Central Command during FAA Type Certification (TC) for Military, and Law Enforcement over flight approval, approving signature for flight test procedures and preparations. Direct input to General Atomics’ Quality Management System for production aircraft and legacy sustainment programs. Documentation of maintenance procedures and field considerations for the Technical Maintenance manual TO-00-25-107. Led team of Engineers for INCONUS and OCONUS field failures investigations, using analytical (FMEA) and inspection methods. Delivered reliability metrics such as FMECA, Weibel or Fishbone methods on Reaper and Predator UAVs to my command and the manufacturer.
