• Collect supporting documents from the annual audits, such as Statement of Deferred Charges Unfunded, Statement of Improvement Authorizations, Statement of General Serial Bonds, Statement of Bond Anticipation Notes, and the Statement of Bonds and Notes Authorized but not Issued for general capital and utilities as well as audit work papers to start the process of Arbitrage Rebate Analysis.• Engage with the municipality’s CFO or school district’s Business Administrator to ensure all data and documents needed are available for analysis.• Transfer large data from documents into Microsoft Excel sheets using the Monarch Pro program. • Retrieve prior year analysis and update various arbitrage worksheets to correspond with the current year findings.• Identify and analyze the tax-exempt bonds and/or notes that are issued within the current calculation period and any obligations that are existing.• Determine whether or not the issue exempt from rebate by conducting the small issuer, 6-month, 18-month, and 24-month spending analysis, which will show if the amount of the issue will be spent within those time frames and if not fully spent, then the issue is subject to rebate and will require further analysis.• Determine whether arbitrage is earned if the gross proceeds of the issue are used to acquire investments that earn a yield substantially higher than the yield on the bonds of the issue. • Preparation of Annual Arbitrage Rebate Analysis reports for Municipalities, Board of Educations, Authorities in New Jersey by utilizing Mun-Ease database for rebate and arbitrage yield calculations and Microsoft Excel to prepare expenditure and summary sheets.• Calculate and forecast Debt Service Schedules in different scenarios for clients before sale of bonds and/or notes using Excel.• Preparation of Official Statements for Municipalities, Board of Educations, and Authorities in New Jersey when issuing bonds or notes using Microsoft Word.
