Bob works with private and public organizations to address the challenges of enterprise transformation and business unit improvement.

As Government Sector CTO, Bob defined government sector products and consulting practices that addressed the needs of customers at both the Federal and state levels of government.He worked directly with government agencies at these levels, and their system integrators, to improve time-to-value in their strategic IT planning and management programs.

As an independent professional services provider, Bob supported a multinational developer of third generation (3G) mobile telecommunications networks. Assisting their transition from proprietary to “open” platforms, development methods, and tools, he introduced new ways of working to key projects. In their media gateway project, he acted as interim chief architect. He then worked with the client’s operations support system node development unit to improve their systems engineering skills and end-to-end lifecycle development practices. This included evolution of their systems engineering process from a document-centric to an information-centric approach, specification of integrated tool support for related workflows, and execution of an architect-in-training program. He also collaborated in the development of node components and performed supporting analytic studies.During this period he supported business units in Sweden, Finland, Denmark, Canada, and Ireland.

From 1996 through early 2000, Bob served as Director of Software R&D at Sentar, Inc. Among his accomplishments were development of a fault-tolerant cooperative intelligent agent architecture (co-inventor, patent 6,212,649), expansion of this architecture to large-scale distributed knowledge-based systems (co-inventor, patent 6,484,155), and development of real-time payload launch system monitoring and control software. It was during this period that he became certified as an ObjecTime Developer consultant and began providing those services through Sentar. This service delivery continued beyond the acquisition of ObjecTime by Rational.

After joining Nichols Research Corporation in 1987, nine years were spent fulfilling roles in both the technical and project management dimensions. Bob was technical lead for the Department of Defense (DOD) multi-contractor, multi-service team that developed the initial command and control information architecture for national missile defense. This project piloted the use of object-oriented analysis and design methods augmented by computer-aided software engineering tools to produce an executable architectural specification. Prior to assuming this role, he supported the definition of object-oriented information system development life cycle processes, briefing these to DOD leadership. Additionally, Bob analyzed information systems requirements and designs developed by the missile defense Systems Engineering and Integration Contractor, assessed their systems engineering practices, and recommended improvements in those practices.
