Bob is a professional crisis manager of local, regional, national and international noteworthy reputation for his innovative programs and results oriented processes. His experience includes Emergency Operations Center (EOC) design and construction, disaster resistant communications, emergency staff development, and outcome‐based emergency management performance measurement systems.His former affiliations include staff, management, and senior executive positions with Lockheed Martin Space Systems Company, San Mateo County Office of Emergency Services (OES), Santa Clara County OES, and the Santa Clara Valley Water District OES. His work in designing and building several state‐of‐the‐art emergency operations centers (EOC) has earned national attention. He has designed unique "common‐sense" disaster response management software applications and component systems as well as developed, implemented and managed a policy governance model emergency management professional program. Bob has been featured as a keynote speaker at numerous national emergency management conventions including a dam failure emergency response crisis management presentation at the Federal Energy Regulatory Commission Emergency Action Planning 2002 Workshop in Niagara Falls, NY.Bob has also provided assistance to the DHS First Responder Credentialing Program; Continuity of Government and Operations planning to state and federal agencies; the Mineta Transportation Institute emergency plan review and updates; and more recently Continuity of Operations planning assistance to the US Department of State, Charleston, SC; disaster drill planning and execution for the California Department of General Services, City of Roseville, CA., and the California Public Employees' Retirement System.Bob has a Master of Public Administration (MPA) degree (with undergraduate studies in Educational Psychology) and is an International Association of Emergency Managers (IAEM) Lifetime Certified Emergency Manager (CEM®) and Featured Mentor. On September 28, 2004, Bob was presented with the California Emergency Services Association (CESA) Platinum Award, the organization’s highest recognition for outstanding contributions in the field of emergency management.
