Work involves responsibility for various administrative functions, assisting the Fire Chief in the supervision of line operations, the command of major emergency incidents, and the general management of the department. Serves as Acting Fire Chief during the Chief’s absence. Supervision is exercised over the Battalion Chiefs/Shift supervisors and the Office of the EMS Coordinator. Assists the Fire Chief in directing line operations including fire suppression, rescue, and EMS; reviews work schedules and recommends personnel assignments; interprets and enforces rules, regulations, and policies; evaluates employee performance; institutes and recommends personnel action. Plans, supervises, and direct support operations including equipment maintenance and personnel activities; maintains personnel records and prepares payroll; maintains account payable records; authorizes purchases. Supervises training in fire suppression and EMS; services as the department Safety Officer and City Emergency Services and Disaster Agency Coordinator.Assumes command at emergency incident scenes directs the disposition of personnel and equipment until relieved by the Fire Chief.Recommends policy changes; develops and proposes rules and standard operating procedures for review; assists in preparing and administrating the operating budget.Institutes probationary members' development, participates in the mentorship of Officer development and advancement and leads the development of a progressive work environment.

Directs and coordinates firefighting, technical rescue, hazardous materials, and emergency medical services activities of battalion of fire companies in City of Rock Island: Determines plan of action of fire companies for answering calls in fire, salvage, and rescue operations. Participates in the purchase of new equipment and use of new techniques in rescue, EMS, and firefighting operations. Directs personnel in use of firefighting equipment. Inspects fire stations, equipment, personnel, and records of assigned companies to ensure efficiency and enforcement of departmental regulations. Recommends awards for personnel for superior service. Prepares reports of accidents involving equipment and personnel. Keeps equipment and personnel records. Can direct investigation of causes of incendiary and arson cases. Can determine cause of fire and appraise amount of fire loss to building and other property. Can promote fire prevention activities.

Established and coordinated the Mutual Aid Box Alarm System (MABAS 43) Technical Rescue Team for the regional Quad Cities (Rock Island, Moline, Rock Island Arsenal, Bettendort, East Moline, and Quad Cities International Airport fire departments). Coordinated regional training in the following disciplines: High angle rope rescue, confined space, trench collapse, and structural collapse.For the Rock Island Fire Department, I coordinated the Advanced Life Support Ambulance service. Coordination included continuing education for Emergency Medical Technician-Basics and Paramedics, established paperless charting and billing system, and a peer review program. The Office of Special Operations served as the Operations Officer at Hazardous Materials and Technical Rescue incidents within the city.
