Bob Halstead has worked on nuclear power, nuclear waste, and nuclear weapons issues for 45 years. He served as Executive Director, State of Nevada Agency for Nuclear Projects, from 2011 to 2020, and as Transportation Advisor to the Nevada Agency, from 1988 to 2011. His duties for Nevada included advising the Governor’s Office, the Nevada Commission on Nuclear Projects, the Nevada congressional delegation, and the Nevada Legislature, and providing information to Native American Tribes, local governments, and the public. Halstead advised the State of Wisconsin and the National Governors Association on the Nuclear Waste Policy Act of 1982, and the Nuclear Waste Policy Amendments Act of 1987. He has advised the States of Minnesota, Tennessee, and Texas on the storage and disposal of high-level nuclear waste. Halstead has testified as an expert witness on the federal nuclear waste program, nuclear waste storage and transportation impacts, and weapons plutonium disposition. He has authored and coauthored more than fifty publications on energy policy, transportation planning, and environmental impact assessment. In addition to nuclear issues, his policy and planning experience includes coastal zone management; electric utility systems planning and power plant siting; energy conservation and renewable energy resources; coal transportation, storage, combustion and emissions control; and petroleum and natural gas imports and exports.
