Led multi-discipline team for aircraft subsystems development and qualification, including Electrical Power, Hydraulic Power, Landing Gear, Fuel, Weapon Bay Door Drive, Fire Protect Systems and the U&S Software Control. Directed team of four engineering groups and 60 engineers with additional domestic and international partner company teams reporting in to me. Annual direct labor budget $20M. Managed remaining development subcontract value >$100M. Completed 20 of the final 23 most difficult equipment qualifications. Provided the team focus and plan to achieve required technical configuration and performance on time for critical program milestones for ship events and IOC declaration. Transitioned team focus from development to manufacturing and sustainment life cycle phases.

Responsible for the technical support, processes, tools, and workforce management for 1000+ engineers deployed to programs in the following disciplines: Mechanical and Fluid Systems, Armament Systems, Mass Properties, Flight Controls, Propulsion, Electrical Systems, and Aerodynamics. Responsible for program technical engagement and technical integrity of the AVS&S disciplines. Direct staff of 6 groups and team size of 60 employees covering 40+ sub-disciplines. Identified and delivered timely and effective IRAD and IT projects providing tools enabling deployed engineers to save cost and achieve technical performance. Identified technical experts for review teams and conducted numerous technical deep dives to assure low risk technical performance. Managed the program assignments, training, promotions of as many as 1200 engineers. Performed on numerous pink and red proposal review teams.Special Assignments from VP of Technical Operations:• Lead LM member on the Program Maturity Team. With four Lt. Colonels, devised a criteria for aircraft and support systems maturity that assessed readiness for effective flight training. Identified weak areas and coordinated across the organization to improve status to green. Pilot training began within the prescribed window.• Filled in as F-35 Systems Engineering Director and guided the team through successful preparation and completion of the Navy model CDR.• Led a Fort Worth team developing a plan to lend critical assistance to another business unit’s helicopter program. Out-briefed VP’s on the joint recommended organization and work split.• Teamed with advance design program management to turn around a C-130 special project.• Managed technical design support to the F-35 B737 test aircraft.

Directed the development team which included the following disciplines: structure, wiring, installation, utility systems, flight controls, propulsion, specialty engineering, and design support across all F-16 programs. Responsible for technical performance, cost and schedule. Department peaked at 400 engineers. Combined two aircraft programs engineering teams into one organization while completing the development portion of the contracts. Transitioned the design teams into the production support and sustainment life cycle phases. Downsized the organization twice to 175 engineers to match the completion budget profiles of the development programs.

Managed the F-16 Block 60 development team from pre-contract through first flight, flight test and initial production in the following disciplines: Flight Controls, Propulsion, Utility Systems, Aerodynamics, Performance, and Mass Properties. Responsible for technical performance, cost and schedule. Built the team to four direct reporting groups peaking at 130 engineers.• Developed new flight control hardware and software, new engine, and new liquid ECS system, among other equipment, to achieve first flight on schedule and within budget. • Effectively managed design integration, supplier performance, and production integration with Airframe Installation, Procurement, and Manufacturing.• Direct internal labor budget >1M manhours, and $300M subcontract value.• Selected to lead a dedicated team for the time critical redesign of the conformal fuel tanks, enabling the capture of two large customer aircraft contracts.
