Design and implement web application solutions in response to the needs of Medicaid Management Information Systems (MMIS) implementations for 8 state clients; most recently the state of Georgia. Utilize my knowledge of our proprietary architectural framework in order to ensure that solutions are consistent with regard to both web interface standards and established standards of workflow. Analyze potential enhancements and prepare recommendations for management and clients based on independent assessments of performance, stability, systems management, and maintainability. Implement information security technologies and ensure compliance with HIPAA and standard business practices. Deliver escalated technical support and maintain the production systems and service level agreement (SLA). Coordinate the efforts of technical support staff and mentor junior developers.Led the initiative to migrate security of the Georgia Medicaid (GAMMIS) Web Portal from ADFS 1.x to a Claims-Aware ADFS 2.0 solution using Microsoft Windows Identity Foundation classes.Identified web application functionality that was a duplication of effort already implemented in an existing business process system. Designed and implemented a solution that eliminated complex web application logic that was also prone to frequent business rules changes so that it leveraged existing rules engine functionality. This made it possible for the GAMMIS Web Portal to benefit from business rules changes without the risks and implementation latency associated source code modifications.Designed and implemented functionality in support of initiatives for reducing the labor overhead and quality issues associated with the manual processing of paper requests for administrative updates submitted by Medicaid service providers. The new solution allows providers to submit the requests electronically via the GAMMIS Web Portal.

I began my career at EDS designing and leading the development of a Microsoft .NET Smart Client application for the MMIS of the state of Kansas. This n-tier application was developed to track and manage requests for Fair Hearings and Grievances submitted by Medicaid providers and beneficiaries. It was the first C# .NET application EDS incorporated into its MMIS application offerings.Led the task of defining the processes and practices that would be used for source control, building, release versioning, deploying, installing, and hosting the EDS interChange familiy of MMIS web applications throughout production and non-production environments. Because of their efficiency, effectiveness, automation, and reliability many of these processes are still in use across various MMIS implementations since they were implemented in 2006.Provided architectural, infrastructure, and networking support for a distributed development staff which included people in the U.S., Canada, and India. To facilitate their access to internal network resources, I managed a virtualized development environment for each remote team member all of which were hosted on an internal Windows server running Microsoft Virtual Server. In 2005 this was considered a very innovative solution for connectivity problems faced by remote staff several years before virtualization was in common use.
