Responsible for the administration of contract transactions from initiation of request for proposal through contract award. Assist management and proposal team with identifying contract opportunities and identifies requirements. In coordination with management interfaces with the Department of Defense (DoD) and non-DoD organization, US Military Services and other Federal and non-Federal Contractors to prepare, coordinate, and execute incoming and outgoing contracts and contract related correspondence. Ensures compliance to all federal/state laws and regulations/policies governing the contracting operations of the company. Communicates with customer agencies, government and non-government and supplier personnel periodically or as needed during term of contract to verify information and document changes and updates. Responsible for the initiation and processing of renewals of expiring contracts. Maintains a consistent, high quality, customer-focused orientation when conducting business and providing services or products to customers, prime and subcontractors, the general-public and other customers. Interface with Business Development Team to provide input for proposal pricing, past performance, and directly responsible for proposal submissions. Responsible for collecting data from contract personnel for Monthly Status Reports (MSR) to submission. Responsible for notifying management of all contract suspense dates for reports and deliverables. Responsible for analyzing monthly reports and invoices to ensure correct information is ready for submission. Directly responsible for the overall administration and maintenance for the company's contract operations to include but not limited to the following: Prime Contract, Delivery Order, Task Orders, Subcontract Agreements/Task Orders, Consultant Agreements, Service Agreements, Non-Disclosure Agreements, Teaming Agreements.

Serves as the program manager and Principal EMSO Analysts supporting TRADOC Capability Manager – Electronic Warfare for EMSO capability development and DOTMLPF-P integration. Assist TCM EW in drafting, staffing, and approval of EMSO Joint Capability Development System (JCIDS) and Operational Needs Statements through Army validation processes, ensuring concepts, gaps and solutions are synchronized with current and emerging EMSO programs. Identify emerging EW and SMO technologies, concepts, and capabilities. Participate in EMSO decision reviews, capability needs analyses, and as a member of integrated concept development team (ICDT). Ensure TCM EW actions are synchronized with PM Electronic Warfare and Cyber, and other partners in the Army acquisition community. Participate in the materiel developer’s system concept, cost performance trade-off, cost as an independent variable, design reviews, and as part of integrated product development teams. Coordinate for evaluations and operational tests, ensuring systems are meeting all operational requirements, and participant in Reliability, Availability, and Maintainability Assessment Conferences. Develop, gain approval for, coordinate, ensure preparation, and monitor all DOTMLPF-P equities, test requirements, standards, scenarios, threat assessments, and activities related to system testing and evaluation. Coordinate and manage new equipment training programs of work, schedules, training, and equipment requirements with the Program Manager and TRADOC schools. Assist the TCM EW in integrating EMSO capabilities across the DOTMLPF-P ensuring currency and relevancy to operational concepts for current and future forces, from testing and evaluation through fielding, in order to coordinate and assess impacts associated with new systems or capabilities. Coordinate and interface with staff elements within appropriate COEs, ARCIC, HQ TRADOC, the Army Staff, and Joint community and Unified Partners on all EMSO matters.

Provide operational, systems and technical subject matter expertise to support proponent and non-proponent concepts, doctrine, and material requirement documents to ensure EMSO issues are addressed in the development, acquisition, and employment of EMSO. Provides staff management and assists with the identification, articulation, justification and defense, of requirements for EMSO capabilities within Joint Capabilities Integration and Documentation System (JCIDS). Required to review and assist with conduct of JCIDS capability based assessments to determine EMSO capability needs, capability gaps, DOTMLPF changes and material solutions. Supports the development of JCIDS and acquisition supporting documents to include the support strategy, integrated logistics support plan, the STRAP, T&E master plans, critical operational issues and criteria (COIC), basis of issue plan (BOIP), and the material fielding plan. Integrates and synchronizes DOTMLPF solutions for gaps in capability within assigned functional areas. Coordinate and interface with staff elements within appropriate COEs, ARCIC, HQ TRADOC, the Army Staff, and Joint community and Unified Partners on all EMSO matters. Required to provide analytical and management skills, effective communication skills, and ability to coordinate with staff directors and program management offices. Required to deliver strong verbal presentations and written communication skills in decisions forums. Pocess working knowledge of databases and Microsoft Word, Excel, PowerPoint, Project, and SharePoint. Required to interact with senior leaders at the department level of one of the Services staffs in the Pentagon, program manager level in the acquisition community, and TRADOC organization.

Provide support for system engineering and technical assistance to the TRADOC Capability Manager, Global Network Enterprise (TCM-GNE) on Cyber/Electromagnetic Activities (CEMA) with an emphasis on Electronic Warfare and Spectrum Management Operations. Provide expertise and technical assistance to integrate Electronic Warfare and Spectrum Management Operations under one unifying operational concept: Electromagnetic Battle Management (EMBM). Manage the integration of EW and SMO capabilities under one Integrated Electronic Warfare System JCIDS document. Provide knowledge in the development and implementation information systems, services and procedures to various government organizations, work groups and military regarding EMBM operational concepts, principles, theories, and practices based on experience with the operational and performance characteristics and interrelationships between electronic warfare and spectrum management operations.

Provide support for the Frequency Spectrum Proponency Office of TRADOC Capability Manager, Global Network Enterprise (TCM-GNE) on Cyber/Electromagnetic Activities (CEMA) with an emphasis on Electromagnetic Spectrum Operations (EMSO) which includes Electronic Warfare (EW), and Electromagnetic Spectrum Management Operations (EMSMO) capabilities development and implementation in LandWarNet. Provides Army input to the Joint Electronic Warfare Center in the development of the Electromagnetic Battle Management concept of operations, and architecture. Provides integrated EMSO supports in the development of the Integrated Electronic Warfare System JCIDS documents. Participates in the Joint Mission Thread Architecture and Testing Working Group (JMTAT WG) developing test mission threads for Joint Electronic Warfare processes and procedures guiding service system of system integration. Participate on the TRADOC Airborne Electronic Attack (AEA) panel to plan, prepare and develop CONOP/TTP, Training and Network Architecture to support AEA. Provide support for the Cyberspace and Electromagnetic Spectrum Operations Capability Based Assessment (CBA) assessment. Analyzes Joint Urgent Operational Needs Statements (JUONS), Army Operational Needs Statements (ONS), observations, insights and lessons (OIL), unit debriefing reports, documents of interviews with key leaders, and general officer guidance to refine and identify CEMA, (EW, EMSMO, and CIED-D), for related capability gaps, and evaluate new technologies to close the gaps. Provide analytical support to the Defeat the Device (DtD) and Attack the Network (AtN) Line of Effort (LOE) Leads in the analysis of assigned CIED capability gaps and development of DOTML-PF solutions. Assist in staffing recommended CIED gap solutions within the ICDT and with other CIED organizations.
