Design Manager for Mechanical, Electrical, Energy Management projects related primary to the HVAC field at MCAS-CP, NC. Tasks consist of minor design of project through the (PWD) Public Works Department and Review and Comments of progressive submittals by A/E firms of major construction projects. MCAS-CP is in the process of older building demolition and new infrastructure for the planned location of the Marine Corp latest Joint Strike Jet Fighters, the vertical take-off and landing of the F-35B.

I am a member of the Engineering Section of the [RDSD] Research and Development Service Division. This section performs architectural, engineering, and shop services work with construction, repair, or alteration projects associated with mission critical research at all of the Naval Research Laboratory facilities. This position includes mechanical utilities for additions, renovations, to existing facilities and minor new construction projects. This incumbent also serves as an expert advisor and/or team leader in planning, organizing, and directional efforts for mechanical projects. Mechanical utilities refers to [HVAC] heating, ventilating, and air conditioning, plumbing, utilities distribution, fire protection, compressed gas systems, etc. He also developments the [SOW] Scope of Work, AutoCAD Drawings, Spec Intact Specifications, [IGE] independent government estimates for smaller in-house or Supply Contract projects developed solely by this mechanical engineer. On larger projects the concepts, principles, and practices of mechanical engineering, are required to serve as an expert in developing specifications, design criteria, make surveys, studies, develop special reports, and briefings, covering the preliminary planning state through project completion. As a [COR] Contracting Officers Representative the responsibility of managing the [IDIQ] indefinite delivery/indefinite quantity contracts for [A/E] architectural / engineering design work, outlined in the scope of work, includes submission review, organization of other division oversight comments (Safety, Environmental, ATFP, etc.) and invoicing approval through [WAWF] wide area workflow on-line program. The job description states that the incumbent is typically assigned difficult projects that require innovative solutions. He also serves as a technical advisor to lower grade engineers.

This positions functions as the liaison between Sales, Bill of Materials, Purchasing, and manufacturing for the company’s “ESV Division (Emergency Support Vehicles)” serving the Fire Fighting and Hazardous Material Response Industries. Job duties consist of equipment location and design drawings using AutoCAD on bid proposals and booked orders. Assembly drawings for the shop floor list items in the bill of material, which are tracked using “Mapics Software” for the purchasing and scheduling of material and labor. Recent units have required elaborate electrical layout of 12 Volt DC, Three Phase AC systems using on board generators. These gensets powered by diesel, PTO, or hydraulic, serve lights, fans, rescue tools, and large three-phase compressors for breathing air in emergency situations. Considerable time was spent on the shop floor troubleshooting installations, start-up and testing the operations of the various systems.

The manufacturing facility consists of approximately 100,000 sq. ft. and (350) employees. Specific job responsibility consisted of EPA/OSHA, Fire, Safety plus Energy Management, New Construction, and Plant Modification. A (5) man Housekeeping and (5) man Maintenance crew including (1) licensed electrician reported directly to this position. Hazardous Waste Management which included the EPA Section 313 “Form R” and monthly waste shipments required detailed reporting by this position. Implemented a heat recovery (Compressor By-Pass Air) system that calculated to $1,500/month natural gas savings. Time of use and demand monitoring of electrical service was instituted with the assistance of CP&L representative.

Manager in charge of personnel, sales, budgeting, and administration. Responsible for assistance in system design, equipment selection, and generation specifications for HVAC systems. Prepared a (5) year business plant to start in March of 1985. Office operated on a P/L statement. Used MBO method of evaluating (1) Mechanical Engineer and (2) office Technical Assistants. Coordinated startup and service efforts for customers and a (15) truck Technician Fleet plus a (4) person Service Department staff. Duties consisted of Layout, Design, Job Estimates, Quotations, Closing of Sales, Contract Approval, Submittal preparation, Requisitioning of equipment, Delivery, Start-Up & Warranty, and Equipment Consulting for 40,000 sq. ft. projects and larger.
