Director of a major staff agency responsible for managing the Army Special Access Program Central Office (SAPCO); develops and implements policies and procedures to address Special Access Program information, personnel and industrial security, information assurance and information system security requirements, and maintains Army Special Access Program records. The ASPD also implements the results of Headquarters, Department of the Army oversight, compliance inspection and audit processes to provide centralized oversight of sensitive activities. Manages three functional staff divisions of 20 military and federal personnel.

Supported the U.S. Department of State’s Executive Office for the Bureaus of Near Eastern Affairs and South Central Asian Affairs (NEA-SCA/EX) in strategic planning. Assisted the U.S. Department of State in formulating, planning, developing, and implementing strategic plans. In so doing, participated in transition planning and working groups across the DOS Bureaus and the Inter-agency, pursued the resolution of issues and problems raised by the NEA-SCA/EX and other DOS offices, and provided inputs into on-going project planning, critical path analysis, task tracking, and coordination with stakeholders.● Developed plan for initiating Inter-Bureau Planning Team for developing the Department’s operational plan to return Country Team to an evacuated embassy.

Supported the Joint Chiefs of Staff by leading 30 Strategic Plans & Policy professionals in developing and coordinating policy and national military strategy for 14 Middle East states within Inter-Agency. Developed, approved, and briefed range of topical Middle East policy products to senior executive leadership. Supported capacity building, $120B in foreign military sales, and training to enhance regional security.● Conducted principal liaison activities between Joint Staff and Special Presidential Envoy for Global Coalition to Counter ISIL enhancing Inter-Agency synchronization.● Orchestrated ministerial level talks among 11 Middle East countries to build trust, leverage common interests, and strengthen partnerships.● Participated in Office of the Secretary of Defense and Joint Staff consultations on the development of Middle East defense posture in accelerated Quadrennial Defense Review 2014.● Regional expertise informed first hand by residing 26 months in Kuwait (2010-2012), deploying 24 months to Iraq (2003-2004 and 2005-2006), and residing 26 months in Qatar (1996-1998).

Directed 10K military-federal-contractor work force which performed all facets of operations, program management, and security for seven sites and transportation routes and nodes supporting 100K personnel. Executed $740M operating budget and administered $3.8B of contracted support services. Primary interlocutor with senior Kuwaiti Ministry of Defense officials for the U.S. Army stationed in Kuwait.● Developed and implemented strategic plan in less than 8 months to facilitate flow of 47K personnel through camps over four months in Kuwait and achieved Presidential timeline.● Doubled housing capacity and executed $8.2M in construction projects in eight months to enable accelerated redeployment of 47K personnel in concurrent four month period. ● Executed $1.3B contract transition from previous vendor to new vendor which resulted in no disruption of services to customers. Achieved $750K annual savings in contract execution. ● Managed multi-site operations, programs, and services for facilities, transportation, medical, dental, environment, power generation, and IT for 7 sites and achieved uninterrupted service.● Integrated installation and facilities management functions spanning public safety (police, fire, and medical first responders), vehicle and equipment maintenance, and; ● Managed supply item distribution and warehouse activities of over 19K stock lines, engineer oversight for all facility and infrastructure construction and maintenance. ● Skillfully administered headquarters staff of 23 direct reporting directorates to achieve results of 100% compliance during senior headquarters compliance inspection.● Oversaw and directed implementation of joint cooperation agreement with government of Kuwait including engineering projects, logistics, facilities, and transportation. ● Planned and directed partnership activities between U.S. Army elements and the Kuwaiti National Guard, Ministry of Defense and the Ministry of Interior.

Directed four functional staff centers of 221 personnel.
