Responsible for installation management, runway and hangar construction, budget management, and regional diplomatic engagements.• Managed a $26.9M operations & management and $150M construction budget to build an operational airbase in the Sub-Sahel city of Agadez, Niger. • Responsible for the safety and security of 750 personnel, including security, food, lodging, medical care, transportation, and morale and welfare. Served as Senior Airfield Authority to regulate air traffic in and out of the base.• Led discussions with the Governor of the State of Agadez, the Mayor of the City of Agadez, the Agadez regional security manager, and the Grand Sultan of Aire to obtain access to various contract services, and establish security responsibilities between U.S. and host-nation personnel.
