Program management consultant for the Regional Transportation District's $7B FasTracks program including PMCM management support on the $1B North Metro Corridor design/build project from planning phase through construction.• Contract management and oversight of change management to ensure scope control and budget objectives were met. Brandon was responsible for the management, oversight and administration of all major subcontracts for the $238M Pawnee Generating Plant CA/CJ Project and served as the main point of contact between the subcontractors and the prime contractor. The project was a top priority for Xcel and a critical path project in Xcel’s CACJ portfolio in order to meet EPA’s 2015 regional haze compliance requirements. The project had an aggressive schedule - with only 18 months to complete over 600,000 manhours of work. In order to meet these tight deadlines, more than 500 skilled men and women were retained to complete the project. A significant portion of this workforce included subcontractors performing work on the critical path of the project.

Brandon served as a project engineer and procurement on the SR-520 Pontoon Construction design/build project, a $367M contract awarded to Kiewit-General, and was the first project delivered under the WSDOT’s $4.56B SR 520 Bridge Replacement and HOV Program. The project consisted of building a casting basin facility in Aberdeen, Washington featuring a concrete batch plant, on-site water treatment, and a 4-acre casting basin, in order to stage construction of 33 pontoons. The 33 pontoons were built in six cycles and on a tight schedule and included 21 longitudinal pontoons – the largest pontoons ever built in Washington at 360 feet long, 75 feet wide and 30 feet tall. Once complete, each batch of pontoons was floated out of the casting basin, inspected, and then towed to Lake Washington.

Brandon served as an estimator for Kiewit, developing estimates and proposals for multiple pursuits and variety of different projects and delivery methods including the $372M Honolulu Rail Transit Kamehameha Highway Guideway design/build project, and the $1.5B Goethals Bridge Replacement P3 project, and Transbay Transit Center CM/GC Project.
