Provide leadership in the development and implementation of a comprehensive cross sector early childhood strategy to promote and support the social emotional development of young children in collaboration with other state and local early childhood serving systems funded through the Child Care Development Block Grant (CCDBG). Lead the implementation, expansion and evaluation of the Infant/Early Childhood Mental Health (I/ECMH) Consultation Project, with a budget of 3.5 million, and implementation of a comprehensive cross I/ECMH strategy in collaboration with the OCDEL and OMHSAS, including applicable federal grant programs. Provide fee for service technical assistance on I/ECMH Consultation, Project LAUNCH related strategies, and cross-system stakeholder engagement and strategic planning. Collaborate with early childhood serving system on the expansion of I/ECMH strategies across the Commonwealth to support young children and their families, including collaborative work with the Director of the Head Start State Collaboration Office. Interface with state government leaders and departments related to policies and programming related to I/ECMH prevention and promotion efforts across the early childhood serving systems. Develop efficient operational systems, processes, and policies specifically related to the I/ECMH Expansion Project in support of the PA Key and OCDEL priorities and policies implemented through the CCDBG. Supervise, evaluate, and provide feedback to I/ECMH Program Manager to ensure consistency of program implementation and support of team in compliance with program expectations.

PA-AIMH is a non-profit organization built and run by an interdisciplinary group of concerned early childhood providers from across Pennsylvania. The goals of the association include supporting and developing a workforce optimally prepared to serve infants and their families with the most current evidence-based and evidence-informed approaches available. PA-AIMH also will serve to support IMH providers across Pennsylvania through opportunities for training, support, and Reflective Practice. We also will work to support families and give a voice to babies in the development of policy and practices within Pennsylvania.

The purpose of Project LAUNCH is to provide support for the creation of infrastructure to support services for low-income children from conception to eight years of age and their families. The promotion and prevention activities are to be focused on family support and parent education, mental health and social-emotional wellness, early care and education, primary care, and systems development. The YCWE leads the state Project LAUNCH initiative through the coordination of the work that leads to the environmental scan, needs assessment and strategic plan development, followed by the implementation of the state plan. Work with the Young Child Wellness Partner to assure involvement of the Department of Health and will collaborate with the Young Child Wellness Coordinator, the YCW Evaluator, and other staff from local the LAUNCH Community (Allegheny County).

Coordinate the implementation of the Early Childhood Mental Health Consultation (ECMHC) program in Pennsylvania. Provide programmatic supervision to 12 regional ECMH Consultants. Develop and provide professional development for early childhood education practitioners regarding the social and emotional development of children they care for and teach. Active member of the PA Cross Systems Technical Assistance Committee, PA Strengthening Families State Leadership Team, and the Early Childhood Positive Behavior Intervention Support subcommittee.

Utilize a solid understanding of the PA Behavioral Service Delivery System and access to that system to assist families in obtaining mental health services for thier children. Determine medically necessary level of care to meet treatment needs that follows CASSP principles. Credentialed to complete Functional Behavioral Analysis through OMHSAS and trained to proctor FBA trainings for in network providers. Served as the Clinical Department representative that presents the Treatment Plan Training to network providers to help improve quality of care. Daily use of Provider Performance Module to track deficiencies in evaluation quality, treatment planning, and provider collaboration.

Provided pre-intervention and outpatient mental health services for children age 3 to 12 in an urban elementary school. Served as liaison between student, home, school and community resources, such as family service agencies, child guidance clinics, protective services, funding sources, and BHRS providers. Provided consultation to school personnel regarding students and situations which were not referred for direct service.Trained to facilitate Adventure Based Education activities in an alternative educational setting.

Conducted psychological assessments and made appropriate treatment recommendations. Facilitatedd individual and group therapy sessions. Participated in clinical staffing, coordinated clinical treatment with referral sources, and performed case management duties. Managed the office environment as well as coordinated billing services and scheduling. Primary population was state and federal parolees.

Provided services in the Therapeutic After-School Program, Intensive Outpatient Program, and Partial Hospitalization Program. Successfully facilitated therapeutic groups, as well as, managed the milieu, for clients ages 5-18 with behavioral and emotional difficulties. Effectively maintained a safe therapeutic environment and responded promptly and competently to crisis situations. Participated in treatment team meetings, interagency meetings, utilization reviews, and provided case management.

Assisted and counseled adjudicated youth in developing the communication, decision making, social interaction, and academic skills needed to succeed in society. Daily use of Reality Therapy and Choice Theory treatment models. Ensured the progress and well being of each camper and the group through therapeutic and recreational activities in this wilderness residential program. Developed effective de-escalation and crisis intervention skills within the group setting.
