Edgemoor-Star America Judicial Partners LLC is the project company responsible for the design, construction, financing and now operations and maintenance of the Howard County Circuit Courthouse. Brian led the successful pursuit and development of this $178M project from 2017-2021, and he oversaw its operations and management from 2021-2024. The Edgemoor-led team was selected to develop Howard County’s Circuit Courthouse, a DBFOM availability payment P3 project. In addition to the courts, the 238,000 square-foot courthouse project includes space in the building for the Sheriff's Department, State’s Attorney, local Bar Association, Maryland Public Defender, the Clerk of Courts, and others, as well as an adjacent 691-space parking garage and master planning the 20-acre site for future growth. The project was delivered early and on-budget in June 2021, despite challenges posed by the Covid-19 pandemic. Within days of substantial completion, the Courthouse successfully transitioned to operations.

Poseidon specializes in developing, financing and owning water-related infrastructure projects. In December 2012 Poseidon closed financing on a billion dollar large-scale seawater desalination plant and associated 10 mile pipeline in San Diego County, and the project was commissioned in late 2015. The deal was delivered and is operated through a creative public-private partnership between Poseidon and the San Diego County Water Authority. The project is the largest seawater desalination plant in the Western Hemisphere, providing the San Diego region with 7-10% of its water supply.
