Based on experience with privilege logs gained in numerous Division matters, both in investigation and litigation, I was detailed and later transferred to the Office of the Assistant Attorney General to advise senior Antitrust Division leadership on issues relating to the preparation and review of privilege logs and to prepare new protocols for privilege logs and new procedures for reviewing them with computer assistance. In that role I also worked with staff on privilege log issues arising during Division investigations.

As a trial attorney in these two sections, I was actively involved for over three decades in all aspects of Antitrust Division investigations and litigation relating to antitrust merger review and judgment enforcement in telecommunications and computer industries, especially with the AT&T consent decree (the Modified Final Judgment), GTE consent decree, and Comcast/NBCU consent decree.During this time, I was also intimately involved in Division efforts relating to the implementation of the Telecommunications Act of 1996, including its recommendations on Bell Operating Company entry into long distance pursuant to section 271 of the Telecom Act. I focused on technology issues, especially Operational Support Systems (OSS) and performance measurement. For my work in this area, in 2005 I received from the Attorney General the John Marshall Award for Excellence in the Provision of Legal Advice.
