Entrusted agent of the Government with the authority to enter into, administer, and terminate contracts.As a Procurement Contracting Officer with an unlimited systems-level warrant, I executed a $14 billion portfolio for complex space launch acquisitions under the Evolved Expendable Launch Vehicle (EELV) Program Office. Our program launches various satellites including GPS, weather, missile warning, communication, and other satellites into orbit.I developed, wrote, and advised on numerous acquisition plans, sole source justification and approvals, determinations and findings, contract strategies, and incentive arrangements.I also advised division chiefs and program managers on critical acquisition issues affecting program execution.

Bagram Airfield, Afghanistan

While deployed to Afghanistan as a contingency contracting officer, I led a team of 12 military and civilian personnel planning and implementing a $69M contract portfolio for construction support at Bagram Airfield and other forward operating bases throughout the country. My construction efforts primarily centered on Force Protection and Anti-Terrorism infrastructures and mechanisms to ensure the safety of the over 9,000 U.S. and Coalition troops living on base. Many of my projects were also off base and in support of emergency response programs to provide humanitarian support for the local populace. These projects included efforts which secured water sources for local villages, provided flood control irrigation systems off base, and built retaining walls to protect landslides from destroying critical power plants throughout Afghanistan.

As a Cost and Price Analyst and Contracts Manager, I managed and administered government contracts with United Launch Alliance for the Evolved Expendable Launch Vehicle program at the Space and Missile Systems Center. I was the lead pricer for a 7-year multi-billion dollar space launch contract which through negotiations, recouped approximately $4.4 billion in savings for the Department of Defense and the United States Government. I performed deep dive analysis on prime contractor and major subcontractor efforts, including cost and price analysis of complex proposals, integrating technical analysis and building cost models to develop government contract negotiation position. Post contract negotiation, I managed ongoing contracts and issued contract modifications to ensure that the EELV program continues to provide assured access to space for the United States.
