Developed, secured Regent’s approval. and managed implementation of one of the university’s most successful interdisciplinary graduate programs. Designed overall curriculum; proposed and coordinated new course offerings; chaired hiring committees; recruited new faculty; handled public relations including social media, web site development, print materials, and community partnerships. Created new concentrations (public & nonprofit management/urban management). Served as principal representative to professional accreditation organization (NASPAA) including submission of Self Study Review successful in obtaining site visit by accreditors. Developed and implemented prestigious, paid Carl Reherman City Management Program in partnership with City of Edmond.

Launched new degree program and served as functional chair for independent, interdisciplinary academic unit reporting directly to Provost/Academic Affairs. In charge of career counseling and placement of employees affected by reductions in force, on-the-job injuries, and physical disabilities. Administered annual assessment centers for Police Lieutenant/Captain promotions and occasional assessment centers for various executive positions such as Chief of Police. Coordinated college internship program, automated applicant processing, and researched personnel issues. Conducted discrimination and internal grievance investigations. Served as chief human resources management officer for all state agencies, boards, and commissions lacking fulltime HR staff. Implemented newly legislated program based on “circuit rider” concept to provide comprehensive human capital consulting services. Trained in Hay Point-Factor Job Evaluation Method. Staffed Governor’s Task Force on Redesigning State Government. Served as interim HR Director for Oklahoma Water Resources Board at downtown office during disaster recovery operations after Murrah bombing.Previously served as Senior Personnel Specialist conducting applied research in industrial-organizational psychology and public sector productivity improvement. Managed Test Administration Division. Reviewed, developed, and validated personnel selection instruments Investigated possible adverse impact by selection procedures on protected classes. Directed research activities into areas such as performance appraisal, job classification, pay-for-performance, quality management, and other public organizational issues. Analyzed legislation concerning state human resources issues. Coordinated remote-site testing, and arranged reasonable accommodation for applicants with disabilities. Served asOklahoma’s first statewide coordinator for implementation of the ADA.Co-managed state Productivity Enhancement Program (PEP). Produced two training videos to promote program.
