Engaged in non-partisan budget development and performance evaluation for Medicaid and Behavioral Health programs in North Carolina. Primarily responsible for developing the Governor’s budget recommendations and analyzing agency programs for effectiveness using research, evidence, and a cost-benefit framework. Partner with state agencies and policymakers to vet the impacts of proposed legislation and to craft and implement effective policies to support the health and well-being of North Carolinians.

Worked directly with legislators to develop the North Carolina state budget and other legislation, with a focus on higher education issues. Provided accurate and reliable data and policy analysis and composed analyses on the fiscal impact of proposed legislation. Analyzed and publicly presented information on existing and proposed programs and policies.

Partnered with local governments, community organizations, nonprofits, and educational institutions to design, test, and spread innovative approaches to growing assets in rural communities. Cultivated and managed a portfolio of over $18 million and 140 grants in Economic Innovation and R&D grant programs with projects across North Carolina. Responsible for designing, evaluating, and improving multiple grant investment programs and processes, making public presentations, and preparing research and policy reports.

Organized material and taught sections for courses on American politics and systems of governance in industrialized democracies, including social policy and workforce development systems. Conducted interdisciplinary research on development paradigms in developing nations as an International Studies fellow in the Scholars for Tomorrow program.
