The VP of Operations is responsible for the performance of the Pre-Construction, Engineering, Procurement and Construction business.

Lead the operations department in executing a strategic plan by establishing priorities and determining resource allocation for efficient and effective delivery of all construction projects.

Provided Agency Construction Management services on public works projects including water reservoirs, pipelines, pump stations, waste water treatment facilities, roadway improvements and utility improvements.

Responsible for the design and implementation of Soitec solar projects, beginning with project development through engineering, installation/construction and commissioning.• Developed and directed the implementation of engineering and construction efforts, objectives and strategies on CPV projects.• Lead contractual negotiations, including terms and conditions, budget and scope with Design/Build Contractor (EPC) on CPV projects.• Supervised and provided oversight of the contractual, technical and field performance of the Design/Build Contractors, when applicable and/or served as Technology Supplier to EPC, as individual project contract arrangements dictate.• Supported coordination and compatibility between engineering and construction management activities and facilitated resolution of conflicts.• Developed projections and made decisions impacting engineering design standards and criteria, system integration, and system configuration.• Conducted engineering studies, investigations and analyses. Researched, prepared and presented technical issues and recommendations to executive management.

• Managed and directed heavy civil construction and operations for multiple projects up to $30 million each.• Managed multiple projects with Naval Facilities Southwest and U.S. Army Corps of Engineers.• Assisted with cost estimates and procurement. Managed safety, schedules, change orders, budget and submittals.
