Assigned as a command auditor at the Norfolk Ship Support Activity. Activities include attribute development and audit execution, command evaluation and development of core business processes. Conducted detailed audit of maintenance execution, scheduling and testing of surface ships including nuclear powered submarines and aircraft carriers. Conducted a detailed assessment of information technology applications for the implementation of a commitment tracking process. Instrumental in forming a team to identify, develop and execute various process improvement initiatives.

Assigned as the Staffing Manager for engineering maintenance support. Responsible for the development of a detailed transition plan for contract implementation. Transition activities include staffing, facility stand-up, training, contract execution, and budget development. Additional duties include business development and proposal support and security implementation oversight. Oversaw and managed the implementation of a high level security protocol for electronic processing and handling of sensitive government information. Provided critical short notice support to the Supervisor of Shipbuilding Newport News that supportted the on-time delivery of an aircraft carrier following an extensive 3 year maintenance period at Northrup Gruman Shipbuilding.

Conducted regulatory oversight of nuclear power plants as the personal representative of the Director, Naval Reactors focusing mainly on the nuclear aircraft carrier operations. Principle duties included test program reactor startup readiness reviews. These reviews consisted of record verification, operator training validation, and assessment of power plant material condition readiness. These efforts resulted in a 30 percent reduction in cost of required testing. Assigned as the lead project team oversight engineer, providing mentoring and guidance to senior project managers. Directly supervised fourteen naval officers, in the oversight of five overlapping maintenance projects which included facility upgrades, shipboard maintenance, power plant testing, and training. Principal Assistant responsible for power plant chemistry requirements and radiological controls. Managed inventory and control of all propulsion plant chemicals, and control and analysis of chemistry results. Additionally, responsible to lead a 430 person department in the operations, maintenance and testing of two reactor plants. Developed and executed training on industrial safety programs including the coordination of worker training in areas such as safety laws and regulations, hazardous condition monitoring, and use of safety equipment. Compiled, analyzed, and interpreted statistical data related to occupational safety. This included periodic interpretation of safety regulations for technicians, production mechanics and senior managers.Selected as lead training officer for power plant operations resulting in 20 percent increase in the operational readiness of the department.

Production superintendent for all non-government work performed during an aircraft carrier overhaul. Responsible for executing a $70 million maintenance plan using sixty contractor and non-government maintenance providers. Experienced in customer relations. Coordinated multiple complex work integration issues between ship’s personnel, shipyard employees and contractors to meet scheduled milestones and ensure work is properly sequenced. Delivered first of a kind project on time and under budget. Responsible for preparation of plans, estimates, design and construction schedules, contract specifications and test plans for structural, fluid and electrical systems and power plant equipment. Inspected marine equipment and machinery to develop work requests, performance specifications and execution strategies.
