Provided economic analysis and recommendations regarding power supply, transmission, pricing, and a range of policy issues.Led the development of probabilistic load and revenue forecasting to mitigate near-term financial and operational risk along with long-term system and resource planning.Spear-headed the expansion of the District's load research metering, leveraging the resulting data for better rate designs and cost allocations.Led the cross-functional rate policy team from cost of service analyses to rate design, tariff drafting, and implementation. Navigated a years-long process to gain internal and external buy-in and commission approval for a number of rate design improvements including the introduction of a residential base charge and increase in commercial base charges, an increase in commercial demand charges, and the introduction of a seasonal "spring discount" energy rate structure. Have also spearheaded pilot "Time of Day," "Bundled Renewable," and "Net Billing" rates that support the customers' and the PUD's shared goals of low costs and environmental stewardship. Developed the financial modeling and feed-in rate for SnoPUD's unique community solar and microgrid facility. Also provide fee development for pole attachments, line extensions, and other miscellaneous items.Risk officer over the utility's wholesale energy position. Developed and oversee of the short-term forecast and prompt-month weather adjustments along with an array of probabilistic risk tests to measure current and potential exposure and ensure that the District is kept financially sound.Presented regularly to the PUD commission and at other public venues.Served as a member of the District's deferred compensation and reserves investment review committees. • Scheduled, coordinated, and directed the activities of various operations and engineering teams. Supervised field engineering and locating staff.• Focused on major capital projects, including a unique expansion of Richland's service territory into the Hanford "300 Area." Existing 13.8 kV underground distribution was abandoned and new overhead distribution operating at Richland's 12.47 kV was installed. Major challenges included monitoring for radioactive contamination and cultural artifacts along with fire prevention in a hot, dry grassland.Served on the City's United Way campaign committee. Presented materials to fellow employees, Oversaw fundraisers/events.

• Spearheaded the utility's financial planning effort. Performed 5-year load, expense, and revenue forecasts, designed capital strategies, and presented recommendations to the director and commission.• Successfully navigated 3 rate increases with substantial design changes including increases in the base charge, elimination of "declining block" and obsolete winter/summer seasonal rates.• Led cost of service analysis from RFP to ownership and maintenance, developed rates, and hosted a series of public presentations and listening events with customers and city officials.• Represented the City at various regional meetings including Net Requirements Utilities functions.• Completed monthly checkout of BPA Power & Transmission bills and Power Purchase Agreements.• NERC/WECC compliance officer. Led the effort to be the first utility in the country to achieve "UFLS-Only" Distribution Provider status, eliminating the vast majority of compliance obligations.• Authored Regulatory, Energy Independence Act, and 5-Year Energy Efficiency implementation plans.
