Founder And Principal AdvisorFitzpatrick Advisory Oct 2015 - PresentSevenoaksThe Highways and Transportation industry is on the verge of significant change, the dynamics and expectations of providers, operators, users and customers, are going to radically alter over the next few years. This disruption is principally being brought about by the expanding influence of technology, the retail business philosophy of new operators and owners in the market, and the expectations and users of Highways & Transportation services. Fitzpatrick Advisory has been developed by a group of like-minded SME’s and experienced experts, our combined expertise and experience, in the face of the coming ‘disruption’, persuades us that we can think and deliver projects and programmes together in a smarter way, in a more cost effective way, for the benefit of our clients and for the users of Highways and Transportation services.

Partner, Highways Sector Leader And Account LeaderEc Harris Mar 2006 - Sep 2015Kings Cross, LondonThe remit was to establish a successful business within a business in an entrepreneurial global partnership, from a fairly modest base. I changed the leadership team, and developed a set of propositions which we took to market with energy and high enthusiasm. We built a robust business with very good margins and a dedicated team of 40 plus people in just over 3 years. We overtly focused on the quality of our commercial and technical advice. Our main success was 'commercially led technical assurance' on Major Projects and we had initial success in UK and then broke into the Middle East. We devised and deployed a cross sector Asset Management framework and evolved an approach to commercial management across the asset life cycle. For UK Highways authorities we developed the ‘Is the Road the Customer’ campaign, which seems more relevant than ever nowadays.I led, delivered or supported a number of due diligence or technical investment risk management commissions internationally ‘at the coal face’ as the Technical Advisor. Clients included Highways Agency, Transport Scotland, Welsh Government, Private sector developers, UK Local Authorities, Transport for London, RTA, Abu Dhabi Department of Transport, Ashgal, Lenders and Investors and International Contractors.

Technology Services DirectorMouchel Limited 2003 - 2006Managed national group within Mouchel Parkman, specialising in ITS consultancy and design services. Responsible for all elements of Group performance, technical and commercial. Group was high performing and achieved growth and profitable performance whilst managing high profile projects such as the successfully deployed Active Traffic Management (ATM) pilot scheme on the M42 in UK, which led to Managed Motorways initiative. Successfully turned round Mouchel’s leadership of the ATM scheme by reconfiguring governance and reporting and reallocated roles and responsibilities into something more sustainable as Project Director for ATM and main senior point of contact for HA. I personally project managed the Digital Enforcement Camera scheme element of ATM scheme. Responsible for integration of acquisition Atkins Odlin into Group, and due diligence of other targets. -
Head Of London Transportation ConsultancyMouchel Limited 2001 - 2003Blackfriars, LondonI conceived and led the transformation of Mouchel's stubs and tails Highways network management business into a wider London Transport Consultancy. I built a Transport Planning and Engineering Consultancy in a new showcase London office which from a standing start delivered qualitative results, rapid growth, and was profitable from day 1. We won work on high profile schemes including the congestion charging scheme, and delivered a range of services that supported Mouchel nationally, including a high quality micro simulation modelling service. -
Head Of Highways And TransportationLondon Borough Of Lambeth Jan 1999 - Dec 2001Brixton, LondonReorganised service provision and supply chain from two historically separate Highways and Transportation departments. Devised new service, specific to life cycle of service provision to residents, and recruited new and expert resources to deliver. I focused capex and linked it overtly to maintenance strategy (AAA roads initiative). I positioned Lambeth as innovative and so identified and led some initiatives including the first HomeZones scheme (only the second ever in UK) and the first Car Free day in London. I was Lambeth's representative for negotiations with TDfL on transfer of strategic routes into Red Route network and lead contact for Cross London initiatives. I devised successful and professionally fulfilling accident reduction strategy throughout Borough. I carried on developing and then successfully piloted the Vauxhall Cross traffic reallocation scheme, and presented the eventual business case for funding of the new integrated transport interchange at Vauxhall Cross to the Mayor for London on Vauxhall Bridge! -
Traffic And Transport LeaderOscar Faber 1996 - 1999St Albans, United KingdomLed and developed ITS, Traffic and Transport team. Successful projects delivered include Ipswich Bus Priority and Scoot design and implementation, Oxford Bus Priority and Scoot implementation. Market tested feasibility of privatisation of Traffic Signal Installation and Maintenance in London, (for Traffic Director for London), via pilot contract scheme. Led development of contract, specification, procurement, design principles, Health & Safety (first scheme for TDfL under CDM) and the measurement and analysis of performance, outcomes and final recommendations after trial ended. Also Planning Supervisor under CDM on various projects.Led and developed Vauxhall Cross Regeneration initiative (Capital Challenge then a Single Regeneration Budget) as the 'Project Champion’. The objective was to connect communities, but it was also a strategic attempt to unlock development potential from the land and traffic locked opportunity spaces behind Vauxhall and along the river. The scheme required the physical transformation of Vauxhall Cross to work. The solution was to reconfigure the road network, and create a bus station on top of a tube station alongside the main railway station, it was I think the UK’s first new integrated Transport Interchange at the time. It was also fairly pioneering given political arrangements in London so I led and was involved with everything, developing design specifications with Oscar Faber, whilst leading community consultations, and having high level discussions with key stakeholders including Prince of Wales (landowner in the area), local MP's, Minister for London, Traffic Director for London and then the Mayor's office, MI6 and many others. I designed and created the year long traffic experiment which freed up land use and proved the concept. The work also led to a number of other design commissions on South Bank, including Lambeth Bridge Cycle scheme, Westminster Bridge Traffic scheme and the South Bank improvements Strategy.

VariousGreater London Council/Lrb/Traffic Control Systems Unit 1983 - 1992London, United KingdomBrian started his technical career at New Scotland Yard in the Traffic Control Centre initially managing the maintenance and repair of faulty telecommunications equipment (specific to traffic signals and message signs). He developed his knowledge through various technical departments, including design of schemes and systems, before majoring on the Urban Traffic Control (UTC) team. This team developed computer plans for traffic signals throughout London. As part of the UTC team and individually he designed and installed fixed time and SCOOT systems in various networks and at significant intersections and locations in conjunction with the Police and other stakeholders including Hammersmith Gyratory, Hangar Lane, Marble Arch, Brixton and many others.
