Brian Guth worked as an associate in Colantuono & Levin’s litigation and municipal advisory practice groups. His litigation practice covered a range of public law disputes, including complex litigation over utility user taxes, electric rates, and groundwater augmentation charges. Brian’s municipal advisory practice focused on land use regulation and California Environmental Quality Act issues.His matters included a suit over telephone taxes seeking multi-million-dollar refunds against 134 local governments in California, a writ challenge to a septic system inspection ordinance, a challenge to the award of a solid waste collection franchise, a challenge to groundwater augmentation charges, and the first case arising under November 2010’s Proposition 26 – a challenge to a payment in lieu of taxes by the Redding Electric Utility to that City’s general fund.
