I built strong relationships and excellent rapport with the deployed personnel, subcontractors and with the in-country multi-national military end users. As a member of Raytheon’s Operations Cross Business Team, responsible for opening Dushanbe representative office in support of DoD projects in Central Asia. Remote logistics responsibilities include organization and provision of training as well as maintenance support of equipment and systems in excess of $4.7M. I serve as Raytheon’s primary liaison with host nation government representatives, US Embassy and OEM.

Odessa, Ukraine

Responsible for all aspects of daily functional and administrative operations of two border security projects in Odessa, Ukraine: managed all property, logistics, translators, drivers, housekeeping, and administrative personnel. I managed all routine internal and external reporting as well as operational matters including official transfers of assistance to host nation, coordination of tax exemptions, travel arrangements and fleet maintenance. I coordinated activities of deploying teams (CONUS/OCONUS) for training, assessment and implementation activities supporting Ukraine State Border Services’ capabilities enhancement. I was Control Account Manager for labor and equipment accounts in excess of $5M, ensuring cost and schedule efficiencies in accordance with Earned Value Management guidelines.

Odessa, Ukraine

Under RTSC’s WMD Proliferation Prevention Initiative Program in Ukraine my role encompassed contributions to the initial winning proposal and responsibilities for cost, schedule, and technical performance of the task order. I served as the primary field manager for monitoring work site performance along the Ukraine-Moldova border and managed the day-to-day operations of an office of 40 US and Ukrainian National employees. I oversaw and kept the Program Manager informed of developments in terms of the project schedule. I planned and scheduled the involvement and deployment of the US-based Subject Matter Experts in specific tasks and oversaw resource loading for all tasks. I was the primary author of key contract deliverables.

Moscow, Russia

My responsibilities included review and configuration management of subcontractor deliverables, oversight of the Project Library and coordinating activities of 8 logistics staff to ensure needed equipment and supplies were acquired and inventoried. Directed categorization, inventory and contract roll-over of project property. Continual identification and coordination of CTR program heavy equipment transfers from closing programs to our program, in excess of $3M. I established initial program QC metrics for Raytheon Quality Index reporting and extended the program to 3 forward field offices in remote Russian sites. I played an instrumental role in development of a project website for sharing information with contract partners. I assisted in conference planning and execution involving customer, Russian government Executive Agent and subcontractors under tight schedule restraints. I obtained Six Sigma Specialist certification in October of 2003.

As Logistics Manager my responsibilities included accountable/secure storage of government property ($2M spares inventory) according to FAR/DFAR requirements, accountable shipping/receiving, supervision of warehouse staff (5 Local Nationals), management of Russia’s CTR equipment records (over 2000 USG-supplied equipment items) and coordinating with other departments for maintenance tracking and trips to forward sites (32 sites throughout Russia). My accomplishments include an instrumental role in the roll-out and implementation of 'Maximo' and web-based tools for inventory management and reporting and a key role in a Six-Sigma spares management project that realized over $1M in savings to the USG. I collected and compiled data for Award Fee Review Board and Program Management Review presentations in support of 28 DoD projects at 55 sites in 3 countries of the Former Soviet Union.

Entrusted with increasing responsibilities from start as Logistician to Warehouse Supervisor, my duties included accountable/secure storage of government property, efficient and accountable shipping/receiving, supervision of warehouse staff (4 Local Nationals), health and safety of warehouse operations and support of other departments (deploying personnel, material, provisioning for office). My accomplishments included transition to 'Maximo' maintenance tracking program: playing a primary role in planning, implementation, and employee training. I led the successful processing of a major provisioning effort (3 fold increase in incoming inventory) and reorganization of shelving system to make up for deficiencies in part numbering system. I established inventory baselines, re-ordering procedures and stock tracking. I coordinated the achievement of "free-circulation" customs status of temporarily-imported property. I played a key role in USG reporting (weekly Status Reports and Maintenance Brief data collection) as well as supplying information and support for successful contract wins (Solid Rocket Motor Dismantlement and Polar Services).

I instituted “Western” OEM after-sales procedures in a Russian maintenance shop, including technician time control, quality inspection, tracking customer return rates, telephone follow-up for customer retention, vehicle inspection reports and customer electronic and hard copy files.
