* Administered and managed over $242 million in Homeland Security grant funds and technical assistance programs to the State of California, which provided federal resources to assist with planning, organizing, exercising, training, and equipping California’s first responders to prevent, respond, and recover from domestic acts of terrorism.* Acted as a strategic consultant to state and local jurisdictions by assisting them to identify strategic goals and priorities and implement preparedness programs to ensure that they meet ODP and DHS policy directives to achieve baseline levels of preparedness.* Provided technical assistance to state and local officials in the conduct of their threat, vulnerability, risk and needs assessments, as well as in the development of their State Domestic Preparedness Strategies.* Assisted California and local jurisdictions with the development of Regional Terrorism Threat Assessment Centers (RTTACS), Terrorism Early Warning Groups (TEW), and Intelligence Fusion Centers.

* Was responsible for the oversight and management of $6.7 million for operation of the California Anti-Terrorism Information Center (CATIC).* Conducted Grants Management and Programmatic Training for the Local Law Enforcement Block Grant (LLEBG) Program and the Residential Substance Abuse Treatment (RSAT) Program for Project Directors and grantees.* Oversaw the programmatic management and fiscal oversight of a Military Intelligence Cell for the California National Guard Counter-Terrorism Task Force (CNGCTF) assigned to the California Critical Asset Identification (CCAI) Project, and the California Counter-Drug Procurement Program (CCDPP).* Assisted with the research, planning, and implementation of a $5 million Regional Law Enforcement Training Centers (RLETC) Program for the Commission on Peace Officer Standards and Training (P.O.S.T).* Provided recommendations on the implementation of new crime suppression programs to upper level management and OES executive staff.

* Managed a $6.2 million statewide Residential Substance Abuse Treatment (RSAT) Program for in-state prisoners.* Was responsible for the oversight of $2.2 million in reimbursements from the federal (U.S. Department of Justice, Bureau of Justice Assistance) Bulletproof Vest Partnership Grant Act (BVPGA) Program in which funds were disbursed to over 100 law enforcement agencies within California.* Facilitated technical assistance presentations on the Bulletproof Vest Partnership Grant Act(BVPGA) Program to California public safety organizations.* Conducted monitoring visits to local law enforcement agencies to assess project status.

* Coordinated the testing and evaluation of over 1000 models of police body armor and other personal protective equipment for compliance with U.S. Department of Justice (DOJ), National Institute of Justice (NIJ) Equipment Performance Standards.* Assisted with the research, development, and implementation of a protective glove-testing program in which over 50 different types of protective gloves were tested in accordance with the Office of Law Enforcement Standards (OLES) and National Institute of Justice (NIJ) testing protocols.* Facilitated National Law Enforcement and Corrections Technology Center (NLECTC) presentations to the FBI’s National Academy and the New York State Police Union Association.* Assisted the NLECTC Testing Manager with the drafting of Equipment Evaluation Performance Reports (EPR’s) for the testing and evaluation of body armor, protective gloves, and handcuffs.
